Based on the case number I would assume 1998, however there are no UID males listed in DoeNet or NamUs for West Virginia for 1998.

there is only one white male UID listed in Namus from WV and it is not this guy. I checked the WVSP website and this UID is still listed there.
the hair color and tatts are helpful but I just realized there are no other identifiers such as height, weight, etc. odd they left out those details.

let's see what if any response I get. I found an email address for the WV State Police and sent an email asking whether they could provide any additional information about this UID such as date found, date of death, height, weight, eye color.
If I hear anything back, I will let all know.

I never got a response or acknoweldgement from the WV State Police who were listed as the contact people.
Since Regina Reynolds from the Office of the Chief Medical Examiner welcomes input on her cases, does anyone think it appropriate for me to ask her if she has any additional information on this UID such as date found, date of death, height, weight, or eye color?
I don't want to step on anyone's toes or get involved in any jurisdictional issues like the ME v. LE, but without those basic details the guy is never going to be identified.
