DOC on Larry King was not truthful
I was shocked but sadly not surprised to hear DOC say they were proud of the parole officer who did such an incompetent job. Also I felt the DOC representative was not 100% truthful when Jaycee’s father asked him about Garrido’s parole violation
See below news story:
Garrido violated federal parole, stayed free
http://www.rgj.com/article/20090828/NEWS/90828055/1321
Available federal and state parole records show that Phillip Garrido was released from a Nevada prison in 1988 only to violate his federal parole in California five years later.
But Garrido, suspected of kidnapping Jaycee Lee Dugard from South Lake Tahoe in 1991, served just a four months in federal prison for the parole violation in 1993.
Nevada officials were never informed of his parole violation.
“If we had been notified of that we would have done a retake,” said Gail Powell, spokeswoman for the Nevada Department of Public Safety. She said he would have been brought back to serve the remainder of his sentence in Carson City.
“We were never informed,” she said. “I don’t know why.”
The record shows:
• Garrido served 11 years of a federal kidnapping sentence in Kansas before being released to Nevada State Prison in January 1988.
• Garrido, who had been sentenced to 50 years on federal kidnapping charges, was sent to Nevada after his release to serve a state sentence of five years to life for sexual assault. Because his 11 years in the federal prison counted as time served, he was eligible for parole as soon as he arrived in Carson City on Jan. 22, 1988.
• On Aug. 1, 1988, the Nevada Parole Board, by a 3-2 vote released Garrido. He was technically on parole in Nevada, but federal parole took precedence and he moved to California.
• He remained on federal parole until 1988, when the federal hold ended, Nevada officials said. His Nevada parole was still in effect, but the supervision fell to the California Department of Parole and Probation because he resided in that state and the two states have a cooperative agreement.
• Federal records show Garrido violated his federal parole in 1993, but Nevada officials were not informed and didn’t know about the violation until being asked about it by the Reno Gazette-Journal on Friday.
Powell said Garrido met his wife while he was serving time at the federal penitentiary in Leavenworth, Kansas. Phillip and Nancy Garrido are now facing 29 felony counts related to Dugard’s kidnapping, rape and 18-year imprisonment.

Dugard case - Kidnapping suspect's prison term raises questions
Kidnapping suspect's prison term raises questions
Some wonder why Phillip Garrido, accused of taking Jaycee Lee Dugard in 1991, served only 11 years of a 50-year federal sentence for a similar 1976 crime.

Phillip Garrido MERGED BACKGROUND INFO
I thought we needed a place for this guys background info as it comes to light. I just found a very interesting article that has quite a bit of back story!
http://www.sacbee.com/breaking/story...k=omni_popular
Quote:
the full picture of Phillip Garrido would emerge in a federal courtroom in Reno, as witnesses testified he was a "sexual deviant," a heavy drug abuser and a man who had recently found God.
The disturbing details about the early life of the man now accused of kidnapping 11-year-old Jaycee Lee Dugard are contained in hundreds of pages of federal court files from his 1977 trial.
Evidence introduced in the case shows Garrido was a troubled young man with a sexual addiction so great that he would masturbate in drive-in theaters, restaurants, bars, public restrooms and outside the windows of homes.
|
Quote:
|
He was born in Pittsburg on April 5, 1951, the second child born to his parents, but he had "considerable emotional conflict with his parents during his formative years," Reno psychiatrist Lynn B. Gerow Jr., who examined him for the court, wrote in a Dec. 20, 1976, mental evaluation
|
.
Quote:
He graduated fromLiberty Union High School in 1969, and he testified during his trial that within a month of graduation he had been introduced to marijuana. A month later he tried LSD.
He was arrested for possession of both in 1969, he testified, and was sent to Contra Costa County's Clayton Farm facility.
|
Quote:
During his federal trial, Garrido testified that he told Callaway he would not hurt her, and that he couldn't help himself.
He was sorry, he said, "because she was so nice to me."
"I had this fantasy that was driving me to do this," he testified, "inside of me; something that was making me want to do it without -- no way to stop it."

Just wanted to add this into the mix. In interviews with a psychiatrist in 1976, PG stated he "had found religion and his life would change for the better." That sounds familiar, just like what he is saying more recently. Now what has he done since 1976? Only kidnapped, raped and held captive a child. And that is just what we know about.

I'm I the only one that is OUTRAGED? Any normal human being functioning as a parole officer who took 30 seconds to enter this home would be taken aback, shocked and disgusted by what he/she saw. The house is a friggin' pigsty to say the very least. Disgusting. Unkept. Revolting. Anything there to convince someone to sign papers saying that everything was "OK"? For shame...I really hope that the people involved with "parole checks" are sweating their way through non-sleep. They should be crying out for forgiveness!

I would almost bet it would be drug related. Based on the fact that his parole was not revoked and that he has a drug abuse history, I would be willing to bet that drugs would be the violation. if it was sexually related I do think his parole would have been revoked.
JMHO.

You are right!! According to this article posted by ChaCha:
http://www.sfgate.com/cgi-bin/articl...#ixzz0Q38phyMb
Quote:
In 1993 - two years after he allegedly kidnapped Dugard - Garrido violated his federal parole by possessing marijuana. He served a stint in prison from April to August that year.
Powell said her agency was never informed of the violation and instead kept getting positive reports from federal authorities.

Police in California are investigating the possibility that Phillip Garrido, the man accused of kidnapping and raping Jaycee Lee Dugard, had sons with his victim and killed them after birth.

I think parole and probation violations are handled in a very mechanical, predetermined way. IOW, if you violate and it results in a new charge of some kind you get XX amount of time incarcerated/confined. If you violate and there is no new charge filed then you get XX time. It is very easy to violate parole /probation, I think jaywalking would do it! So if they revoked parole for every offense, we would have a whole new problem. So, I think they give parolees so many chances with preset amounts of time behind bars or at home and that time increases with each chance. But of course there is a threshhold that parole is revoked and the criminal will have to complete their original sentence. But I should add that all the sentencing guidelines seem to be in a state of flux during this time, so this may or may not have been the case at that time.
Also, between all the agencies involved who knows what the protocol actually was.
However, imo not going back to prison for the balance of the 50 year sentence on a pot violation is not atypical or unusual.

No honey, you are not the only one..I am furious at the PO
As I said before the Parole officer was lazy, good for nothing who should lose his job in the very least.
Wherever a perp lives they have to know the size of the homes LOT.
they have to check the entire lot.
Had they done that, Jaycee would have been home years ago.
Also when the neighbor called the police talked to this monster - talked???? what about investigate?
LE let this child down, and now they are stroking each other for a job well done? I call it covering their azzzes.

SEEMS he took some drugs, of was caught with some drugs.
BUT...But, But....That is enough reason to investigate him.
because the first time he got locked up it seems he took some drugs to before he assaulted the young lady.
that is on record....so what was LE thinking? they dropped the ball to many times.
IMHO Jaycees mom should be suing them from here to the moon and back.

The woman he raped in Reno in 1976 in a storage unit...
If I were LE, I would be looking deeply into any other connections this creep had with storage units through the decades. I would be requesting the rental records of all the large companies in the area such as Public Storage, etc. to see how many times he rented from them. If there were murders, they could have been committed behind the heavy, closed (and almost soundproof) doors of a storage unit.
I am reminded of the tragic case of Denise Huber from Orange County, CA who was abducted, raped, and then killed at a storage shed. Her killer is on Death row at San Quentin.

He was born in 1951 so this would make him about 20 or 21 years of age in 1972.
