Government moves ahead and that no timelines can be set because committee’s set their own agendas.
“My son has been missing for over two years. We have DNA samples that could be compared to found articles of clothing but without a national DNA bank and missing person’s index, how can we know for sure that no stone has been left un-turned.” commented Donna Dixon, mother of Billy Mason, “We need this Conservative Government to show leadership and bring this forward instead of hoping somebody else will do the work.”
Mr. Marston added “We’re launching this postcard campaign to involve others in the community in this fight. Last fall we gathered over 6600 signatures to a petition – we’re hoping to get as many postcards signed to deliver to the Prime Minister. Harper and his government cannot continue to ignore the need for this important tool. “

At a time when scientific and technological advances have catapulted police work into a whole new realm, the method used in Canada to search for missing people hasn't changed much in decades. It's a patchwork process involving e-mails, fingerprints, dental records and a lot of luck.
Donna Dixon says that's not good enough.
Her son Billy has been gone since Feb. 22, 2006. He was 27. A dad.
His was a simple missing person case at first. Then police found a witness who saw Billy being marched out of his Main Street East apartment at gunpoint. It's a homicide investigation now.
Detectives took a winter coat and a pair of boots from Billy's apartment. There's a good chance some of his DNA appears somewhere on those items.
Detective Mike Maloney wanted to send the clothes to Toronto's Centre of Forensic Sciences to have a DNA profile done of Billy. He wanted it for two reasons: to have a profile that could be compared quickly and accurately with bodies discovered across the country and to ensure Billy's DNA is properly stored.

Donna Dixon has asked the Police Services Board to increase the reward for solving the disappearance and murder of her son nearly three years ago.
Billy Mason's body has never been found. His case went from being a missing person investigation to a homicide after a witness reported seeing Billy marched out of his apartment at gunpoint.
Donna is convinced someone knows what happened to Billy. And maybe, with enough enticement, they will come forward.
"But $10,000 nowadays means nothing," Donna says.
In Donna's case, the $10,000 reward isn't even coming entirely from police. Nearly half -- $4,800 -- was raised by Donna herself.

Billy Mason and Paul-Michael Foster never met.

But their families have been drawn together in their quests to bring these well-loved men home and find out what happened the nights they disappeared.

Last night Mason's family marked four years since his disappearance with a vigil outside the east-end apartment building from which he disappeared.

Four months after his disappearance, police launched a homicide investigation after a witness said he was taken at gunpoint. He was 27 and the father of a now 11-year-old daughter.
Both men disappeared without a word, without jackets and leaving behind people and items they never would have willingly abandoned.

Foster had laundry going; Mason left without the hat he was reluctant to ever take off.

When Dixon read about Foster's disappearance, too many things reminded her of her son's story. Both have blond hair, blue eyes and dragon tattoos.

"It was just like I was reading Billy all over again," she said.

Timeline of Events
February 22, 2006 - 8:30 p.m. - Billy's mother Donna arrived at his apartment with groceries, Billy wasn't at home but he called her from a friends cell phone saying he was at the corner store, he was on his way back. Donna left the groceries at his apartment and headed back to her house, Billy phoned her back and asked if she could take some of his laundry with her because the machine in the building was broken - she said she would pick it up the following day, a Thursday.

February 23, 2006 - Billy did not answer his phone when called to pick up the laundry. She phoned several times and got no answer.

February 24, 2006 - A female answered the phone and told her that Billy had "gone away for the weekend" but this was out of character since Billy didn't drive and wasn't known to go away anywhere, especially not in the middle of the winter. Donna quickly became suspicous.

Police have charged a 34 year old with the kidnapping and murder of Billy Mason. Jeremy William Hall appears in Hamilton court today. Another man has been charged with accessory after the fact.
I am looking for a link to the press conference.

While Mason is from Hamilton, the OPP are in charge of the murder investigation. But OPP Const. Mark Foster refused to say if the victim's remains had been found.

"The investigation led into OPP jurisdiction and we became involved," he said.

A mother’s will cracks cold case

A source says his body has not been found.

They were charged after key evidence was gathered from witnesses who told police they were motivated to come forward because of Donna’s emotional and tireless public campaign.

“Some of the more crucial witnesses in this case were struck by Donna’s pleas,” says Detective Inspector Greg Walton of the OPP Criminal Investigation Branch. “She humanized Billy.”

A first-degree murder charge has been laid against Jeremy William Hall, 36, of Hamilton. Jason Frederick Lusted, 34, of Hamilton is charged with accessory after the fact to murder.

Earlier this month, a slew of other serious violent charges that have nothing to do with Billy were laid against Hall. Police say the charges arise from Billy’s homicide investigation but involve other victims.

Police would not say if Billy’s body has been found. They say that information is “evidentiary” and cannot be released.

However a source says that though police have not recovered Billy’s body, they believe they know what happened to it.

What Walton would say is that Billy “was abducted at gunpoint from his residence, taken to a location outside the city, where he was murdered. The body of Billy Mason was disposed of at another location, the manner of which will not be divulged.”

It is very rare, though possible, for police to lay a first-degree murder charge without a body.

The two parole board members sat on one side of a desk. Opposite them was the offender, Jason Frederick Lusted, 43, doing time for accessory after the fact to murder. Behind him, staring hard at his back, was the family of Billy Mason. Lusted helped burn Billy's body after he was shot. Donna Dixon, Billy's mom, was there — but not to condemn Lusted. Not to forgive him either.

Here is where things shift — she was there to support him in his bid to turn his life around. She knows her son's murder might never have been solved if Lusted hadn't testified against his old friend, Jeremy Hall, now serving a life sentence for Billy's first-degree murder...

At the end of his parole hearing, Lusted was denied full parole but granted day parole for six months. That means he now lives in a halfway house in a city hours away from Hamilton.
