Sex offender released on own recognizance

Mr. Rodas was released on personal recognizance after his arraignment, and was ordered to have no contact with the victim. He was also asked to give up his passport.
 What recognizance dose a pervert have. Another question,Why the hell was only ordered to stay away from the vixctim and not all children.

I wonder this same thing about a lot of criminals--rapists, violent offenders--what recognizance? Maybe we really don't grasp the true meaning of the word. Here's a legal definition:

"Own recognizance (O.R.) n. the basis for a judge allowing a person accused of a crime to be free while awaiting trial, without posting bail, on the defendant's own promise to appear and his/her reputation. The judge may consider the seriousness of the crime charged, the likelihood the defendant will always appear, the length of time the person has lived in the area, his/her reputation in the community, his/her employment, financial burdens, and the demeanor of the accused. In minor crimes, traffic offenses, and technical law violations such as leaky septic systems, judges routinely grant release on one's own recognizance."
IMO, this is a little more serious than a leaky septic system!! And what "reputation"?

Could it be the length of time? Not that it should matter, but it does say the assaults took place more than 10 years ago.

kbl- that makes sense. I would love to think corruption is the answer, rather than believe that a judge that should have seen these things hundreds of times actually believes that this guy isn't a danger. Yessir, I would take corrupt over stupid any day of the week.

I would too,not-my-kids. Either that or he's as insane as the judge in the case of the girls forced to spend weekends with their sex offender father.

I don't get it. It started in 1998 and continued for 4 years and they just got around to reporting it? After another visit to the perpatrator? What is wrong with this mother, letting her children go over then and let them sleep in his bed? I swear, groundhogs are more protective of their children then some people.
