Surprised there's no photo of her. Also there's no notes about her possible mental state while she was at the home, or how she got there. Was she nonverbal and/or "mute" ?

I wonder if they're restricted by some kind of patient confidentiality law in CA? I've seen a few cases in CA NamUs where the person was alive in hospital for a long time but there's no photo/info whatsoever.

Note the features of Ms. Elizabeth Rogers. It is reasonable to assume that the Jane Doe had similar features/characteristics of her, otherwise they wouldn't have compared the two.
