I don't think so in my opinion. The fact that Othram said her case was resolved makes me think she isn't a homicide victim.
I wonder if she was the victim of an accident? It would explain there being no records and the case being resolved. Maybe her skull were put in an evidence locker due to an error by police, or maybe it was found years after the accident.

This is all just speculation.
 
I just saw on the DNA Solves FB page that Othram was able to identify this young girl.

I can’t believe I missed this. I spent time last year trying to figure out who she was along with many others on this thread.

These new leads were returned to law enforcement for use in a follow-up investigation, allowing investigators to identify relatives of Jane Doe. This investigation led to a positive identification for the young girl. However, at the request of the family, information about the girl's identity is not being released.
