Holli Jeffcoat was found murdered in her Lubbock County home on the morning of February 10. The Lubbock County Sheriff's Office said her body was found burned and the Lubbock County Medical Examiner's Office said her death was caused by "sharp force injuries"...

Court records show that Holli told school officials before her death that she was pregnant and that she was also being sexually abused...

Miller explained that while Holli was a special needs student, her disability didn't limit her love of chatting or participating in school activities. "Cognitively interactions with her would be much different than they would be with another 18-year-old girl who did not have some sort of intellectual disability," Miller explained.

Debi Holland, 38, was arrested Friday on a charge of aggravated sexual assault of her 18-year-old special-needs daughter. James Holland, 39, was jailed on March 10 on a charge of continuous sexual abuse of a child for alleged abuse of a minor stepdaughter.

“More charges are definitely coming soon,” said Lubbock County Sheriff’s Office Lt. Bryan Taylor.

“This investigation is not over by any stretch of the imagination,” he said.

After reading the article, it looks like CPS had numerous opportunities to investigate thoroughly, remove the kids from home and terminate the parental rights. Unfortunately Holli had to pay the ultimate prize with her life, due to what sounds like a sloppy investigation.

It's been nearly three months since Holli Jeffcoat, 18, was found murdered in her Lubbock County home. The Lubbock County Medical Examiner said a lethal slit to her throat killed the young woman described as special needs...

The warrant for Debi's arrest from the Sheriff's Office confirms that Holli was found with her uterus removed. It also confirmed that the week before her death, Holli received a pregnancy test which determined she was 12 weeks pregnant...

Exactly. This is just so infuriating. Authorities knew she was abused for many years.In 2008 she was determined to have an STD. Yet seems nothing was done.

Why did they allow her to stay with mother even after pregnancy was disocovered? Just another example of nothing being done until its' too late. What was done after she told the school she was abused?
Step-father was told by phone to stay away from the home. Police couldn't even bother to tell him in person?
Surprisingly (not) phone instructions didn't work.

"On Jan. 29, a law enforcement officer over the phone told James Holland to leave the residence, as he was not allowed to have contact with Holli or the sibling."

When Holli was found to have an STD in 2008 (and she had vaginal injuries believed to be 2 weeks old at the time), CPS did an investigation. And what a brilliant investigation it was (not). The guy that CPS decided was responsible, was in prison since 2004. These people must need a flashlight to find their own behind in the dark.

When specifically asked whether Mom knew about James and Holli having sex, Holli said yes, Mom told her not to tell anyone because Mom needed James to pay bills.

When a CARE exam for Holli was suggested, Debi became argumentative and said that it did not make any sense to perform a CARE exam on Holli. Based on Holli's statements, Debi Holland covered up James' molestation of her daughter and was complicit in the continuing molestation.

Wouldn't be the first time, would it?
There has been a lot of issues with CPS across the country, and in TX in particular.
This case unfortunately doesn't stand out compared to others.
This girl might be alive if she was removed from the home after she made the allegations specifically naming step-father as the one who impregnated her.
Right now CPS goal is to "keep families together" which sure seems to me leads to children being abused and killed, because not all families should be kept together.
In 2008, Holli was discovered with penetrating injuries and an STD. The guy CPS decided was responsible had been in prison for 4 years at that point.
How CPS decided that recent injuries could be blamed on him is beyond my understanding. There might be no way to precisely pinpoint the timeline of the injuries, but injuries that are over 4 years old aren't going to be confused with injuries that are 2 weeks old. That just tells me they are not even trying.
