Maybe the "translation" of the new Virginia law is that only the coroner can "officially" ID a juvenile? I don't know, but Virginia does have some weird ideas.

A guardian has to give written consent for police to release info. I live in VA. The new law went into effect in Nov. 2017.

I live in VA, too, . That's why I felt entitled to call VA weird!
 
I wonder if they have evidence that she left the state of Virginia? The FBI gets involved whenever missing kids cases cross state lines but I have read that they also might be involved in a missing person case right away if there is forensic technology needed that only the FBI has access to. Who knows what that could be in this case but I think they know a lot more than they are sharing with the public. JMO.

Seems to me they get involved very quickly in any situation that is a potential kidnapping, due to the much greater resources they can bring to the table; and they can almost always justify Federal involvement due to kidnappings almost always using "means and instrumentalities of interstate commerce" (eg, cars, cell phones)....
 
A body was found less than a mile from the home of missing Fairfax County teen Jholie Moussa.

The body was discovered earlier Friday in Woodlawn Park in the 4800 block of Manor Drive in Alexandria.

Homicide and crime scene detectives are processing the scene and are still working to identify the body.

A female body was found in an Alexandria park in Fairfax County on Friday near where a 16-year-old girl was reported missing a couple weeks ago, sources confirmed to FOX 5.

Fairfax County police said the body was found in Woodlawn Neighborhood Park, located in the 4800 block of Manor Drive, at about 11 a.m. beyond the tennis courts. The body, which sources tell FOX 5 was a female, was covered in leaves and debris.

Police said homicide and crime scene detectives were processing the scene and working to identify the body. Just before 2:30 p.m., police tweeted that the Medical Examiner had arrived at the park.
