Five months after an arrest in the East Area Rapist/Golden State Killer case, authorities in Sacramento announced the arrest of another serial rape suspect Friday morning: the so-called NorCal Rapist, who terrorized victims over a 15-year period beginning in 1991.

Roy Charles Waller, 58, a UC Berkeley safety specialist who lives in Benicia with his wife, was arrested Thursday by Sacramento police as he arrived at the job where had worked for the past 25 years, Sacramento County District Attorney Anne Marie Schubert and Police Chief Daniel Hahn announced Friday at a press conference at the DA’s crime lab.

Schubert said Waller was found after investigators in her office entered DNA from the NorCal Rapist crime scenes into a “genetic genealogy” website called GEDmatch – the same site used to find DeAngelo.

Detectives have said previously that the rapist may have been seen on surveillance videos when he forced victims to drive to ATM machines and withdraw cash, and that he had attacked at least 11 women through 2006.

Waller is scheduled to be arraigned Monday, 9/24 in Sacramento Superior Court. He is being held on 12 counts of forcible sexual assault with enhancements, according to Schubert. Those charges stem from an Oct. 13, 2006, assault on two women inside a North Natomas home, the last attack in the series.

Cannot imagine how creeped out his co-workers and students past and present must feel.
Hope this arrest wipes that smirk off his face. imo, speculation.
Thinking that wives/kids/friends/neighbours/co-workers ect. of men like this one and EARs should list all the things they did not think much about at the time, but in retrospect showed signs the person might be a serial rapist.
Wondering if those red flags would be similar to ones often listed as indicators for a cheating spouse?

The case they are going with is from 2006. So 12 years? Don't really know to tell you the truth! As that second article says 10 years.

DNA entered into “genetic genealogy” GEDMatch. DNA from straw matched the rape of 2 women in North Natomas. 15 year spree since 1991 to 2006. Starting in Rohnert Park 1991, then to Sonoma, Davis (1997), Chico (July 1997, 21 yr old w/blood evidence), Woodland (1997), Martinez (Oct. 1996 Contra Costa DA filed charges under “John Doe” can be charged now), Vallejo & Sacramento. Six counties involved: Sonoma, Solano, Contra Costa, Yolo, Butte & Sacramento. All will probably consolidated & tried in Sacramento County. Faces life term in prison if convicted.

Lawyers for NorCal Rapist suspect want media barred from publishing his photo


NorCal rapist suspect Roy Charles Waller was due back in Sacramento Superior Court on Tuesday, but his appearance was put off until January because his lawyers want the judge to bar media from using photos or video of him.
Waller’s attorneys filed a motion asking Judge Jaime Román to “issue an order restraining the media from broadcasting or disseminating Waller’s image and likeness into the public domain,” a request that even the judge noted is problematic given the widespread use of photos and videos from Waller’s initial court appearance Sept. 24.

The judge issued a tentative ruling denying the motion and noted “that his ‘image and likeness’ have already been captured by media coverage” and that the court “cannot properly grant” the motion.
But he agreed to put the next scheduled appearance off until January, a move that gives media companies time to file arguments against the defense’s efforts.

He is being held in the Sacramento County Jail and faces a dozen felony charges related to an October 2006 double rape of two roommates in North Natomas. He also is expected to face additional charges in other counties.

The NorCal Rapist is believed to have targeted victims starting in 1991 in Rohnert Park and then expanded his attacks to include victims in Sonoma, Davis, Chico, Woodland, Martinez, Vallejo and Sacramento.

NorCal Rapist suspect faces 28 new charges in Sacramento court (with clip)

"Prosecutors in Sacramento filed 28 new charges against NorCal Rapist suspect Roy Charles Waller Monday, wrapping in allegations from a total of seven victims in six Northern California counties.

In a brief hearing before Sacramento Superior Court Judge Gary Ransom, Waller appeared only long enough for prosecutors to announce the new filing and for Ransom to deny a defense request to bar media from covering hearings in the case.


Waller was ordered to return to court for the next hearing March 8.

Waller, whose 59th birthday is Tuesday, is accused of being the notorious NorCal Rapist, a man who authorities say targeted victims in various northern California communities from 1991 through 2006....

The NorCal Rapist attacks are believed to have occurred in Sacramento and five other counties — Sonoma, Solano, Contra Costa, Yolo and Butte — and the new charges filed Monday cover attacks in the other counties and bring the total counts he now faces to 40.

The new charges stem from DNA evidence and signal that prosecutors in all six counties plan to consolidate the case for trial in Sacramento...."

NorCal Rapist suspect charged in horrific 1996 East Bay rape

The new charges (1/7/19) include 9 counts encompassing a brutal attack against a Martinez woman in 1996. Prosecutors allege Waller raped the woman 4 separate times during the attack in which he dressed in a skeleton mask to pretend to be a trick-or-treater. Waller is also charged with 1 count of digitally penetrating the woman, 1 count of oral copulation & 1 count of kidnapping her with the intent of robbery. The charges include enhancements, including the use of a firearm & binding the victim.
