Conclusion
Complex child welfare cases are difficult enough when high caseloads and continual staff turnover plague an agency. However, it is further impacted when those involved in the case (protective investigations, case management, clinical providers, legal, GAL and the judiciary) fail to work together to ensure the best decisions are being made on behalf of the child and their family. This case highlights the fractured system of care in Circuit 6, Pinellas County, with each of the various parts of the system operating independently of one another, without regard or respect as to the role their part plays in the overall child welfare system. Until the pieces of the local child welfare system are made whole, decision-making will continue to be fragmented and based on isolated views of a multi-faceted situation.

Statement from Department of Children and Families Secretary Chad Poppell:
Reviewing the events that led up to Jordan’s death is incredibly saddening. Despite multiple opportunities, no one changed his circumstances. DCF policies were not followed, communication throughout the process was poor, and several clear warning signs were missed. There were even specific concerns raised that were not acted upon. This report should be a call to action for the entire child welfare system, and I intend to treat it as one.

Background
In Pinellas County, all child protective investigation functions are handled by the Pinellas County Sheriff’s Office, children’s legal services are handled by the Office of the State Attorney, and case management is contracted by the community-based care lead agency, Eckerd Connects. The department has no jurisdiction to conduct child protective investigations in Pinellas County and had no direct involvement with this child.

The department will take additional actions related to the findings of the report, including:

  • conducting a comprehensive assessment of the Pinellas County child welfare system to determine if the missed opportunities in this case are prevalent throughout the local system of care;
  • requiring Eckerd to submit a corrective plan to immediately identify and address case management deficiencies and remedy coordination and collaboration issues among all participants of the child welfare system in Pinellas County. The plan must include a review of procedures for cases where a new investigation is opened during an open case management services case, caseload for case managers, court attendance, provider coordination, and successful case closure. Failure to adequately and timely complete corrective action could result in contract termination; and
  • strengthening DCF’s mandated requirements regarding the activities child protective investigators are required to initiate when new abuse reports are received for children who are in care of the child welfare system.

Ugh, that was tough reading. DCF did a miserable job of "protecting" Jordan. And keep in mind the other two people responsible for his short, hellish life; mom and dad. Mom's in jail for Jordan's murder but according to the report dad also played a big part in creating the problems that ultimately led to Jordan being removed from their care. Gangs, guns, drugs - in Grandma's house yet! I hope he enjoyed the money and donations from the local community. <--- sarcasm

And Jordan's parents just couldn't stop themselves from behaving violently. From the report:

Because it was Father’s Day, Ms. Stinson planned to allow Mr. Belliveau to also visit with his son at a local Burger King, unbeknownst to the case manager or foster parents. In doing so, Ms. Stinson was in violation of the visitation order requiring Mr. Belliveau’s visits with Jordan to be supervised. While at the restaurant, family members of a rival gang arrived and a fight ensued. Mr. Belliveau was involved in a physical altercation with a female who confronted Mr. Belliveau about an incident between him and her son. As Mr. Belliveau and the other female were fighting, Ms. Stinson jumped in and attempted to strike the female while holding Jordan in her arms. In retaliation, the other female attempted to hit Ms. Stinson and, instead, struck Jordan in the mouth. Both law enforcement and EMS responded to the scene and observed Jordan to have swelling and a small laceration on the inside of his lip. Ms. Stinson refused medical treatment and there was no further action taken, (e.g., no arrests, and no report called to the hotline by first responders at the time of the incident).

Charisse Stinson, the mother charged in the murder of her two-year-old son Jordan Belliveau, wants her newborn baby to be handed over to the child’s father.

In court documents filed Thursday afternoon, Stinson asked for her newborn baby girl, Serenity Stinson, be handed over to the child's biological father, Jordan Belliveau Sr., and his mother, Jessica.

IMO neither parent has any insight into themselves and their behavior and will never change, therefore CS should live out at least her child-bearing years in prison. And dad needs a vasectomy. MOO.
 
Too little, too late IMO. Notice that the case manager is "no longer" with the agency and not "was fired." It would be nice to get a straight story with less CYA:
Lott said the case manager overseeing Belliveau's case is no longer with Directions for Living. However, the case manager assigned to Belliveau at the time of the boy's death is still employed there. That case manager had been on the case for five months.

"That case manager, along with every other person who was involved in this case in any way, was placed on an immediate corrective action plan last September, up to and including disciplinary action, including extensive re-training," Lott said. "Please note that while we immediately took this action following Jordan’s death, we too have been awaiting the release of this report to inform further steps which may be necessary to address concerns related to this case."

DCF report says the system failed to keep Largo boy from harm
A review team included six key findings, which are summarized in the report. The first was a “noted inability” by everyone involved to recognize and address ongoing domestic violence between the child’s parents, probable substance abuse and mental health issues.

Instead, the decision to return Jordan to his mother’s care was “driven primarily” by what had been “perceived” as his parents following case plan tasks, not changed behavior. The focus had been on Stinson providing a home away from his paternal grandmother’s residence, which was associated with drug and gang activity. Decision-makers failed to consider overall family conditions, the report said.

Second, after the child was returned to his mother, “policies and procedures to ensure child safety and well-being were not followed,” the report said. Case management staff didn’t do anything when Stinson failed to participate in the reunification program before and after Jordan was returned to her care.

Stinson failed to attend three of five visits with a clinician to assist with reunification prior to Jordan being returned to her. She missed seven of 11 visits after Jordan was returned. She missed the appointment with the clinician the day the child was returned. She was unsuccessfully discharged from the reunification program on July 24, 2018, due to her lack of participation.

The third finding was about a child abuse report received in August 2018 that pointed to “increased volatility between the parents and present danger” that was not “appropriately assessed and identified.” According to the report, the child protective investigator’s “assessment was based solely on the fact that the incident wasn’t reported to the Florida Abuse Hotline when it initially occurred.”

“The CPI failed to identify the active danger threats occurring in the household that were significant, immediate and clearly observable,” the report said. “Given the circumstances, a modification of Jordan’s placement should have been considered.”

Jordan Belliveau’s mother, Charisse Stinson, 21, has been charged with murder in his death. She gave birth while in custody to daughter Serenity Marie Stinson on Dec. 22, court records show, and Serenity was immediately thrust into the complicated web of child protection.

"Last fall we were broken by the death of a child we loved dearly," the Warrens’ statement said. "As the fall continued, the question of what would happen to Jordan's little sister began to weigh on us. We knew that Charisse would not be able to care for her. After much prayer, we approached Charisse about allowing us to adopt the baby, and she agreed."

I'm confused; msm says the foster parents are working on adopting the baby, so it sounds like it may not be a done deal just yet.

Information at your link doesn't indicate a petition for custody unless it's in docs #7 and 8 (1/16/2019).

If the father is trying to get custody I'd be shocked if he wins considering his extensive criminal history, including DV, battery, stalking and drugs. Not to mention damning evidence of his role in Jordan's short life.

I'm reposting the FL. DCF Review of his case - who in their right mind would allow a baby to go to anyone in that family? MOO.

“If a mom signs consent and it was an unmarried, biological father, mom’s constitutional rights trumps the capacity. She has the right to make that choice,” Smith said.

However, in a letter to the court five days after giving birth, Stinson asked for custody to be given to the child’s father Jordan senior and his mother Jessica. Both were mentioned in documents from the Department of Children and Families highlighting failures in caring for two-year-old Jordan.

“It’s a constitutional right for parents to make a decision about their children and that constitutional right is nationwide protected by the supreme court,” Smith said. “The caveat is as long as it’s a safe placement. And then of course in Florida we add that we have to be able to demonstrate best interest of the child.”

So which family does Stinson want her daughter with? What documents did she sign and when did she sign those documents? Smith said that could play a role in this case.

“It is binding and irrevocable once you sign if the baby is under six months old. Upon signature it is binding and irrevocable,” Smith said. “You can’t sign until 48 hours after birth or upon your discharge from the hospital.”

In a court filing the biological father’s attorney writes, “there was premature action by adoptive parents filed before the child was born.”

Smith said this will likely boil down to hearings and testimony and a judge will decide what’s in the best interest of the child. The biological family said they plan to fight for custody.

Biological father has rights. I think his attorney will make this custody issue difficult for the state. If father asserts custodial rights, other family can't adopt unless he agrees or if his parental rights are terminated. IMO

Judge in Charisse Stinson Murder Case Requests Her Presence For Hearing

CLEARWATER, Fla. — The woman accused of killing her 2-year-old son appeared in a Pinellas County courtroom Monday ahead of her murder trial.

Initially, Charisse Stinson was not going to be in court. However, the judge in the case instructed her attorney that he wanted her in court.

The hearing was delayed while officials went to get Stinson and bring her to the courtroom.

When she did appear, the judge told her he wanted to see her face to face before they move forward.

A pre-trial date was scheduled for March 18.
