When LE identify a potential burial site, the work is painstakingly slow and an excavator would never be used in fear of destroying the evidence.. unless of course they are acting on information they feel is 1st hand reliable and so they have an indication as to how deep the objects/evidence is buried at. I would be surprised if it were a body, since the Earth around it would normally be treated more respectfully, so as to find the body/bones together for forensic photographs of the grave site.
With regards to the UK and the use of white forensic tents.. these are only put up when a murder occurs outdoors and there is a body on scene. Be it on the day of the crime or at the recovery of a decades old body. X
