If anything might be learned from this child's death, it is that one should NEVER stop with one report of suspected abuse. The next door neighbors reported this child to a hotline, which they should be hugely commended for doing. However, if they had taken the next step and also reported to local LE, and anyone else they could think of.......this child might have been able to have been saved.
WARNING....the description of abuse is so severe, that I had to literally stop reading the article and put my head down to keep from passing out at the thought of the pain that this child endured!
