It might be significant depending on his direction of travel and mode of travel, spinney lane runs out of footpath near Cooting Rd. It would be unusual to travel along the verge by foot, certainly do-able but might be considered strange.

Eye witness accounts can be dodgy at the best of times, I thought the same thing; maybe the witness thought they saw the black car a week ago, when in fact it 'might' be three weeks ago and it's the person who uploaded the drone footage.
