That's not building code. If it says "0" it means non-developed. I can assure you that they have to have a footings below the frost line. There is definitely a basement. The only question is how tall the ceilings are.
Just catching up. I'm a builder and in a cold climate like that, you have to have footings to prevent heaving of the house. Usually at least 4 feet, so 90 % of the time, they poor an 8 to 9 foot basement. ( for a rec. room etc. It may not be developed, but I would be shocked if there is no basement.
I keep looking at the day. Mother's Day is a heavy day. It can be both positive and it can be negative. Covid, no family, isolated. ...It makes me worry for her state of mind. Not trying to insinuate she is responsible. She is the victim. Just saying Mother's Day may play a role here in one way...
