Couple thoughts:

I think this person went missing in the 1980'-s. Ruffled blouse, polyester scarf, USA 1984 T-shirt (probably reference to '84 olympics in L.A.), all seem to suggest that time frame.

Namus estimate of height is 57"....so we're looking for a very short woman.

I think the woman is probably Asian, based on the necklace and the shirt tag together, and that would fit with a smaller statured woman.

Two possibilities intrigued me:

Elizabeth Ann Campbell who disappeared not too far from where the UID was found. Elizabeth was wearing a white T-shirt with some design on it when she went missing and a yellow jacket.
 
Just noticed that Elizabeth was missing #13 tooth, and the UID has a filling there. So assuming that's all accurate info, they would not be a match. And Catherine's DNA and Dentals are both listed as unavailable.

Here is an interesting possible:

Tok Sun Han Johnson

She went missing from California in 1979, but it specifically says she may have traveled to Texas or South Korea. So she must have had some connection to or familiarity with Texas. Which means that she could have been alive there for some time after 1979 (as this Doe would have to have been assuming the 1984 T-shirt is hers.)

Do Korean and Chinese use the same or similar enough alphabet that a Korean tag would be mistaken for a Chinese one?

Her height and age are spot on too. Very few women are that small (well, except me, lol.)

This is my first post on Websleuths. I spent some time comparing the Charleyproject links in post #19 with the new facial reconstruction in post #25. I also noted on NAMUS that they claim that size 4 Maidenform underwear was found with the remains. I believe race is still indeterminate? Without further details I find myself particularly interested in Hispanic missing persons. (I understand about the clothing but as others have said, that could come from anywhere. In identified MP on this website was found with clothing from Mexico but was of Filipina nationality.)

Here are my picks. I hope someone else here can affirm or reject these so there are one or two to refer to law enforcement.

Could be too heavy for size 4 underwear but unclear if the clothing even belongs to the UID.

Cheekbones appear to be very prominent, unlike the reconstruction.

Why would a teen in the early 90s be buried with 1980s office lady wear? But this may be a misdirection.

Age and time of disappearance match clothes. Eyes and nose appear to match, as well as height.
Weight too high for underwear perhaps, and shape of chin looks wrong.

Dark hair/eyes Caucasian, face structure looks similar to me, ht/wt time and circumstances of disappearance fit
Camera angle of photo is bad for comparison, perhaps the artists here can advise

Age/circumstances seem to fit.
Too large for size 4 underwear. Nose may be too narrow/pointy/protruding. Perhaps artists can advise if reconstructions tend to be accurate about nose. I know that the general size/shape of the nose, enough to rule out a prominent nose like that, should be obtainable from the skull if undamaged, but that doesn't mean that the artist didn't make an error.

Good news. Despite TX not posting the obverse of the jewelry, I've found a near match on Etsy:

It has a dragon on one side and a phoenix (not "bird") on the other. The two symbols mean 'yang' and 'yin' and symbolize marriage.

If this piece of jewelry belongs to the UID we can state with confidence that we are looking at a married woman of Chinese descent.

The place where she was dumped is on a highway halfway between Austin and Dallas. I wonder if we are looking for a business traveler who disappeared in Texas in the mid 1980s.

I did some googling and found out she was married but her husband later filed for divorce in Connecticut. I don't know if this was prior to her disappearance. Ancestry. com claims to have the record so maybe a member of that site could advise. According to whitepages. com the ex husband still lives in CT. However, according to the case file Yun Cha went missing in Harker Heights, TX which is VERY close to the dump site of our UID! Possibly less than an hour's drive. The one thing that doesn't match is that Dainiak was forced into a car but a lot of clothing was found with our UID. It doesn't say if Yun Cha Dainiak was carrying a suitcase with her.

eta: bad news, I have just found out that the surname Cha is Korean, not Chinese

The Texas Department of Public Safety (DPS) is seeking the public’s assistance in identifying a woman whose remains were discovered in 2000 in Falls County, reports DPS. Based on multiple forensic analyses, investigators estimate that the woman died in the mid-1980s, or possibly the early 1990s.

On April 9, 2000, fishermen found a skull at the edge of a pond on County Road 451, approximately five miles from Interstate 35 in Falls County, just south of Waco, DPS stated in a news release. Additional remains were discovered with clothing and other personal items. Investigators suspect foul play.

The NamUs UP casefile for this Jane Doe does not include any rule-outs; however, I do know that Toni Esbenshade has been ruled out.

Toni's daughter received a letter from UNT documenting the rule-out by DNA comparison using FRS's from two of Toni's children.

Do Korean and Chinese use the same or similar enough alphabet that a Korean tag would be mistaken for a Chinese one?

Korean uses a script called hangul. In its printed form, say in a book, it looks different enough from Chinese that someone who knows much about scripts would identify it immediately. However when it mimics the traditional brush strokes it does look a lot more like Chinese. Hangul uses groups of letters or sounds arranged into blocks but they are much simpler than Chinese ideographs.

The victim also had a yellow metal necklace with a heart charm which had a dragon on one side and a bird on the opposite side

She also wore a a t-shirt with "USA 1984", a short-sleeved pink “Jody-” brand blouse, a black & gray striped skirt (and matching shirt) with Oriental symbols and the number 9 on the tag, and a pair of size 4 “Maidenform-” brand underwear.
