The story of the 13 children who deputies say were discovered being held prisoner in a Perris home on Sunday has shocked the world. But there’s a way to help the Turpin children. Two ways, in fact.

The Riverside University Health System Foundation has set up a fund to support the children, the foundation announced on Thursday.

“We received a very generous response from the community, people calling from truly all over the nation, wanting to do something for this family,” Erin Phillips, executive director of the foundation, said Thursday afternoon.

The foundation’s fund is on top of the Corona Chamber of Commerce’s efforts to collect donations for the children of Louise Anna Turpin, 49, and her husband, David Allen Turpin, 57, who were charged Thursday in the case.


“Somebody has to step forward,” said Bobby Spiegel, president and CEO of the Corona Chamber of Commerce. “We’re doing what we need to do.”

The six minor Turpin children are being treated at Riverside University Health System Medical Center in Moreno Valley. The seven adult children are being treated at Corona Regional Medical Center. Both hospitals are members of the Corona Chamber of Commerce.

The chamber of commerce has been overwhelmed with the volume of donations from around the world, even bringing in extra staff to help deal with it

PERRIS SIBLING SUPPORT FUND
One hundred percent of all funds raised by the Riverside University Health System Foundation will be transferred to a trust being established for the siblings’ long-term needs, according to the foundation.

The support fund can receive both tax-deductible financial contributions and gift cards.

Individuals can contribute by visiting RUHealth.org/foundation or by mailing contributions to RUHS Foundation at PO Box 9850, Moreno Valley, CA 92552. Corporations, foundations and individuals who need additional details for plans to support the Turpin siblings can contact RUHS Foundation at marketing@ruhealth.org.

CHAMBER OF COMMERCE DONATIONS
Spiegel said that most of the physical donation needs have now been covered and that financial donations are what’s most needed.

Early Sunday morning on January 14, 2018, a 17-year old juvenile escaped from her residence situated in the 100 Block of Muir Woods Road, Perris and managed to call 911 from a cellular device she found inside the house. The teenager claimed her 12 brothers and sisters were being held captive inside the residence by her parents and further claimed some of her siblings were bound with chains and padlocks.

When Police Officers from the Perris Police Department and Deputies from the Riverside County Sheriff&#8217;s Department met with the juvenile, she appeared to be only 10 years old and slightly emaciated. After a brief interview with the female, they contacted 57-year old David Allen Turpin and 49-year old Louise Anna Turpin at the residence where the teenager escaped.

Further investigation revealed several children shackled to their beds with chains and padlocks in dark and foul-smelling surroundings, but the parents were unable to immediately provide a logical reason why their children were restrained in that manner. Deputies located what they believed to be 12 children inside the house, but were shocked to discover that 7 of them were actually adults, ranging in age from 18 to 29. The victims appeared to be malnourished and very dirty. Perris Station Detectives were dispatched to the residence for further investigation.

All 13 victims, ranging from the age of 2 to 29, were transported to the Perris Station and interviewed. Both parents were detained and transported to the station for further investigation. Child Protective Services (CPS) and Adult Protective Services (APS) arrived to assist in the investigation. The victims were provided with food and beverages after they claimed to be starving.

The six children were eventually transported to the Riverside University Hospital System (RUHS) for medical examinations and admitted for treatment.* The seven adult children were transported to Corona Regional Medical Center for an examination and admitted for medical treatment.

Both parents were interviewed in this matter and subsequently transported to the Robert Presley Detention Center (RPDC). They were booked for violations of California Penal Code Section 206&#8211;Torture and Section 273a(A)&#8211;Child Endangerment. Bail was set at $9,000,000.00 each.

Ricky Vinyard walked through the family’s trailer at the time, and reading reports from California this week reminded him of what he saw.

“It was waist-deep in filth. There were dead dogs and cats in there,” he said, the smell “rancid.”

He found two Chihuahuas that had survived by eating waste from a mound of soiled diapers. The family’s Ford F-150 truck was heaped with the dirty diapers and empty Vienna sausage cans, he said, “It seemed like that’s all they ate.”

The couple had claimed to home-school their children, and the feces-littered living room had the trappings of a makeshift classroom, he said, including eight small desks, a chalkboard, alphabet and number signs stapled to the wall.

As he moved from room to room, he noticed something odd: “Everything had locks on it: The closet had locks, the toy chest, the refrigerator.”

“There were no beds, just mattresses,” he said, and “There wasn’t a place in that house that wasn’t filthy.”

&#8220;The frequent appearance of photographs or video imagines of the Turpins in the media may taint potential jurors, prejudice them against the Turpins and make it necessary to explore a possible motion for a change of venue,&#8221; Macher wrote in a court motion.

Press coverage is common concern for defense attorneys in high-profile cases, but courts generally protect the jury pool in two ways. First, anyone who knows too much about the case from media coverage is filtered out through detailed questioning during jury selection. Second, if a case gets so much attention that finding an impartial jury is out of the question, a judge can move the trial to another county, where the public has been exposed to less media coverage.

In this case, the Turpins' attorneys haven't actually asked to move the trial yet, but Macher raised the possibility in a motion that sought to ban cameras from a court hearing on Wednesday. Judge Smith approved four cameras for the hearing anyway."

The repeated exposure to traumatic events could make them skittish when they are out in public.

"The children have been in constant crisis mode, constant danger, and so that switch gets turned and it is always on," Kelley said. "They're expecting to see trauma everywhere and in everybody."

The list of restaurants participating in a fundraiser Wednesday, Jan. 31, to benefit the 13 siblings in the Perris child abuse case has grown.

As of Tuesday afternoon, 39 eateries &#8212; including all 21 Miguel&#8217;s and Miguel&#8217;s Jr. locations &#8212; are participating. Each restaurant will donate a percentage of their sales Wednesday to a fund that the Corona Chamber of Commerce Foundation created for the siblings, who are expected to have long-term needs as they recover physically and psychologically.

The Corona fund has raised $178,000 as of Tuesday, while just over $250,000 has been donated to another fund set up by the Riverside University Health System Foundation. Donations to both are tax-deductible. Eventually, the funds will be combined into one trust administered on the siblings&#8217; behalf.
