"No threat to the community" always gets me. I know it's generally because a) it was a specific crime against a specific person for a specific reason and not random, b) the POI is under surveillance, or c) the POI is incarcerated under some other charge - so yeah, they aren't really a threat to the community at large, but it's rare that I feel relieved when I'm told that there's a potential killer somewhere out there that hasn't been arrested. I guess that's pretty much always the case for anywhere at anytime, though, if I've learned anything from following these sorts of cases.
