The Latest: Autopsy results give details on wounds of 2 who died in Chicago police shootings

CHICAGO (AP) — The latest on the shooting deaths of a man and woman by Chicago police responding to a domestic disturbance call (all times local):

Autopsy results on a 55-year-old woman and 19-year-old man fatally shot by Chicago police indicate she died from a gunshot to the chest and he from multiple gunshot wounds.

The Cook County medical examiner's office on Sunday also listed the manner of both deaths as homicides.

Such a finding doesn't necessarily indicate wrongdoing by police. The city's Independent Police Review Authority is investigating. The mayor's office says IPRA will share its evidence with the county prosecutor's office.
 
I was thinking about this tragedy this morning and wondering why it seems we are hearing more and more of these incidents. I realize that these police related shootings are a small percentage of all police activity.

Have LEO become more afraid of dying doing their jobs? And leaving behind wives and children? I would hope that there is LE oversight committees to evaluate the health of their officers. I don't know how they do their jobs like they do, facing the unknown hour after after, all with the possibility of dying.

I am grateful for the job LE does. I am hoping there will less violence in 2016.

1. Police training. The cops are just doing what they are trained to do. Kill people. Thats all the training they get.

2. Most LEOs hired today are war veterans suffering from PTSD. Not a good type of person to have as a police officer.

3. The general lack of intelligence of police officers today. Police departments have actually gone to court to fight for the right to discriminate against police officer candidates who have too high an IQ. Thats right, they actually hire cops because of their low IQs.

Given all of that, it should come as no surprise, what is happening. Basically we have low IQ cops, suffering from PTSD who are doing what they have been trained to do, kill people.

“This kind of puts an official face on discrimination in America against people of a certain class,” Jordan said today from his Waterford home. “I maintain you have no more control over your basic intelligence than your eye color or your gender or anything else.”

If you have above average intelligence and you want to work in LE and have to take an IQ test make sure to not do your best. Good to know.
 
The LAPD Police Academy Curriculum:
Academics encompasses arrest and booking procedures, preliminary investigation techniques, radio and communications, report writing, traffic investigation, and traffic enforcement.

OK, clerical work. After they shoot the person, they have got to fill out the paper work.

Driving includes the Emergency Vehicle Operations Course, which covers defensive driving, pursuit policy, and safe vehicle handling.

OK, they are trained to chase the suspect. Got to catch the suspect, before you can shoot him.

Firearms Training includes weapon care and safety, marksmanship, tactical manipulation with the sidearm and shotgun, and chemical agents handling (Police candidates are strongly discouraged from seeking firearms instruction prior to entering the Police Academy. Poor marksmanship habits may be developed that are difficult or impossible to overcome.).

Training in how to shoot suspects. Yes.

Human Relations includes cultural sensitivity training, sexual harassment issues, media relations, stress management, disability awareness, community relations, tactical communications, hate crimes, missing persons, and domestic violence.

How to racial profile without getting caught.

Law covers search and seizure, evidence, laws of arrest, crimes against persons and property, sex crimes, crimes against children, and other general criminal statutes falling under the California Penal Code, Los Angeles Municipal Code, Welfare and Institutions Code, and Federal Laws.

How to search and seize people’s property without a warrant.

Physical Training builds strength and endurance through physical conditioning while promoting a positive attitude toward a fitness lifestyle. It also encompasses training in physical arrest techniques, controls, and weaponless defense.

Training in how to shoot people. Yes.

Tactics covers patrol techniques and procedures, crimes in progress, building searches, vehicle stops, use of deadly force, and shooting policy.

Training in how to shoot people. Yes.

LAPD Specific Training includes Advanced Tactical Training, Mobile Field Force Tactics, Patrol Ride-Along, Mobile Digital Computer (in-car computer) Training, Alcohol Abuse, Administration of Discipline, Cultural Diversity, K-9 Operations, Air Support Operations, Bomb Squad, Community Policing and Problem Solving, Spanish Language, Civil Liabilities, and Sexual Harassment Training.

Advanced Tactical Training = How to shoot people.

Does it look like the officers are only 'taught to kill?'

Shooting people seems to be the base of half of that. The rest is clerical work so they can fill out the paper work after they shoot the person and traffic control and stuff for when the angry crowd starts to gather. Notable absent on your list is anything about negotiation or de-escalation skills, or any training in how avoid using lethal force.
 
I can't link from my phone but the more recent article from Chicago Tribune has newer and somewhat conflicting information from what was said originally. Now instead of the cop saying no, no no and Ms Jones saying whoa, whoa whoa, it was actually Ms Jones who said no, no no as she was attempting to intercede for the boy. The mom is now saying he didn't have mental issues but rather the doctors said he was dehydrated and hyper when he was in the hospital previously. It also said instead of visiting his father for Christmas that he actually lived with his father who was paying for his schooling. It was suggested that the disagreement may have been a result of his father's controlling behavior. My words but that's pretty much what I got from the article.

Trial opens in 2015 police shooting in which bat-wielding teen and bystander were killed

In opening remarks at the high-profile trial at the Daley Center courthouse, attorney Daniel Watkins, who represents the LeGrier family, highlighted Rialmo’s conflicting accounts of his position when he opened fire. Watkins noted that shell casings were grouped in front of the house, suggesting to jurors that the officer was a significant distance away when he fired at the teen, who fell inside the building.

"CHICAGO — The Chicago police officer who shot and killed Quintonio LeGrier, 19, took the stand to testify on Tuesday afternoon at a wrongful death civil trial.
Officer Robert Rialmo testified Tuesday and it was the first time the jury was able to see him. He has not been in court because his attorney said he doesn’t want the jury misinterpreting his client’s body language.

Rialmo looked nervous and annoyed at times when answering questions. He gave short one-word answers and often said he could not recall because it happened so long ago. He testified that him and his partner were watching a movie on Netflix lot across the police station when they got the call to respond to the LeGrier residence.

On stand, he contradicted himself multiple times....

He often could not answer questions saying he could not recall. He claimed he was inrsuffientialy trained to resolve situations without violence and said he was not given the right equipment. He called his training from the police academy "utterly a joke" but did admit that he had a baton that day. He left it in his squad car. He would have had access to 29 Tasers but let his certification expire....

Rialmo is expected to take the stand again Wednesday.

On Tuesday, jurors also heard from forensic pathologist Judy Melinek who testified for LeGrier's family.

Melinek testified that the trajectories of the wounds to LeGrier's body did not support Rialmo's version of what happened on Dec. 26, 2015...."

"Officer Robert Rialmo, who shot and killed 19-year-old Quintonio LeGrier in 2015, took the stand Wednesday, and it was the first time the jury heard emotion from him. During his first day on the stand, he seemed nervous and at times, annoyed while answering questions.

On Wednesday, he said he thinks about the shooting every day, and said it has affected his ability to sleep. He said he gained 50 pounds and when it came to the fatal shooting of 55-year-old Bettie Jones, he knows he "screwed up."

Rialmo walked into the courtroom escorted by sheriff's deputies because of alleged death threats.

The attorneys for the LeGrier family continued their questioning about the morning of Dec. 26, 2015 when LeGrier was shot. They tried to point out discrepancies in Rialmo's statement from that night and in his deposition about where LeGrier was standing when he fired the seven shots, five of which hit LeGrier and another hit Jones who was standing behind him.

During cross examination, the city's attorney said Rialmo received marksman training during his time in the Marines, and said he had been trained by Chicago police about the use of deadly force. That meant to counter Rialmo's claim that the training he received at the police academy was "a joke."

The attorney also got Rialmo to say that pepper spray, a baton or Taser would not have been effective in stopping LeGrier.

The city's attorney asked Rialmo why he didn't just run and hide behind a car like his partner....

Rialmo also testified that he ordered LeGrier at least 10 times to drop a bat, but that LeGrier kept approaching while swinging. The defense claims LeGrier's twisting motion explains why he was shot in his back multiple times....

Jones, a neighbor, was also shot and killed during the incident in what police dubbed an accident...."

"CHICAGO — The father of 19-year-old Quintonio LeGrier, who was shot and killed by Chicago police Officer Robert Rialmo, contradicted the officer's testimony.

Antonio LeGrier took the stand to testify on Thursday at Rialmo's wrongful death civil trial, saying he never told Rialmo "You did what you had to do," after the Dec. 26, 2015 shooting of LeGrier. On Wednesday, Rialmo testified that the teen's father came down the stairs after the shooting and repeatedly said, "You did what you had to do."

Rialmo testified LeGrier was coming after him with a baseball bat and said he was fearful the teen would "knock his head off," so he shot him. Lawyers for the teen's family argued that LeGrier was too far to pose a direct threat to Rialmo.

One of the issues at the center of the trial is whether or not the 19-year-old swung his bat at Rialmo and how close he got to the officer who responded to the 911 call on the night of the shooting...."

"CHICAGO (WLS) -- A police use of force expert called by attorneys hired by the City of Chicago testified that Officer Robert Rialmo had to use deadly force in the shooting that killed Quintonio Legrier.

The attorneys for Quintonio Legrier's family are still presenting their case to the jury in the wrongful death lawsuit against the City of Chicago. But due to a scheduling conflict, the attorneys hired by the City called the expert to testify Friday.

There are a couple of big questions in the case: Did Quintonio Legrier come at the officer with a baseball bat over his head in a menacing way? And: How far away was the officer when he fired the fatal seven shots?

Experts and witnesses have been called by the Legrier family attorneys. They testified that Officer Rialmo was farther away and Quintonio actually had his hands at his side.

Emanuel Kapelsohn testified, "According to Officer Rialmo, Quintonio Legrier had an aluminum baseball bat raised over his left shoulder."

Kapelsohn shared with the jurors,"People are killed by baseball bats every year."...

Friday, Kapelsohn said under oath, "In my opinion, Officer Rialmo's use of force is in keeping with and is consistent with standard police training."

"The officer isn't a mind reader."

"The officer can't afford to wait to see if the person swings the bat at his head."

Under cross examination, an attorney for the Legrier Estate questioned Kapelsohn....

Since the expert witness went long, the mother of Quintonio Legrier is expected to testify when the trial resumes on Monday. The jury could get the case as early as Wednesday."

The Robert Rialmo/Quintonio LeGrier trial entered its second week today and a lot happened. Rialmo withdrew his lawsuit against the city (in which he alleged he was poorly trained), LeGrier's mother & Rialmo's partner testified. Closings set for Wednesday.

"For the third time in a week, a Chicago police official contradicted the testimony of Quintonio LeGrier’s father.

Kevin Duffin was commander of Area North detectives before he retired earlier this year.

He was at the scene of the shooting at 4710 W. Erie and interviewed LeGrier’s father twice.
Duffin testified Tuesday that Antonio LeGrier told him “the police did what they needed to do” after officer Robert Rialmo fatally shot his son in the early hours of Dec. 26, 2015.

Upon hearing Duffin say that, Antonio LeGrier — who has sat in the front row of the courtroom gallery throughout the trial — leaned forward and put his face in his hands...."
