Well, the poisoner here had no hood and was supposedly going around spraying things with a perfume bottle? Look at all the workers involved in investigation/clean up. If it were so easy, why don't they just get an antidote instead of donning all the protective gear they are wearing? These investigators are photographed in what looks like space suits. Poisoner couldn't have gone around in protective gear without being noticed.
The pre-administration of 2 -PAM is well known to combat the lethality of nerve gases. The poisoner could have pre-administered the antidote increasing his or her chance of survival.

The officers assigned to search for Novichok may be given long-acting atropine (2-PAM) and wear hazmat suits because they could accidentally contaminate themselves while removing their hazmat suits. Remember when the nurses in Texas accidentally infected themselves with Ebola while removing their contaminated isolation gowns, gloves, and masks?

A Russian TV broadcaster questions 'who controls Salisbury's surveillance system' and whether any 'official' footage exists? Here, our Councils insist it was working.
Surveillance footage may prove to be a 'critical' component in discovering how and when former double agent Sergei Skripal, and his daughter Yulia, were poisoned in Salisbury.

As the complex 'global' investigation continues, a Moscow based broadcaster has contacted Spire FM to ask whether the city's camera system is actually working!

Doubts about the reliability of the new 'Council' system and who is 'operating' it have been raised both at home here in Salisbury... and now in Moscow.

CCTV 'CRISIS'

Artem Filatov, a Journalist at the RTVI news channel (not affiliated with RT), called Spire FM after reading about the city's long running saga over the city's camera system on the Spire FM website.

He says Russian people are very interested and concerned about the current situation, and would like to know, for certain, whether Salisbury's CCTV system is in operation at the moment. He also questioned which authority, or council, is responsible for the city's CCTV system, and whether the cameras were in operation on 4th of March 2018, the day of Sergei and Yulia Skripal's poisoning."

Atropine Sulphate is used for many things and is naturally occurring so I don't see why there should be a shortage unless there is some stockpiling going on.

The decrease in production is related to Big Pharma's lack of profit on atropine. It's
a very old medication, the patent expired decades ago, and it's now all generic. If Big Pharma can't make a huge profit, they don't want to manufacture it.

Maybe Apotex might consider bumping up production anyway, although they may still be reeling by the mysterious deaths of the company founder and generic drug whiz, Barry Sherman and his wife. imo, speculation.

Well, it could very well be someone from the UK. UK never provided any evidence otherwise. But this poison wold have to have been made in a facility that knew what it was doing, it isn't very simple to make it and then not poison oneself as far as I can tell. So it would have to be a facility that had biosafety protections. You probably not going to be able to just make it in your kitchen and then live to tell about it.
