Don't know the average time one 'stares' at one another, at work or not, but this rule sounds like a catchall to fire anyone, anytime, anywhere, for any reasons. "Fired? For what? Looked at Jennifer too long! She's my assistant! I have to listen if I want to be informed of anything! Add the fact that - I AM BLIND - might be a reason for facing her for 'too long'!"
