I just watched a "Forensic Files" where they featured rapes and assaults on the Penn campus in downtown Philly and then the assaults and rapes started occurring in Ft. Collins, Colorado State, CO. back in late 90's early 2000.
The m.o. is basically the same as our perp. The perp breaks in to the apartments often times via the 2nd floor balconey, and assaults a rapes young women. 5 at Penn and 7 in Ft Collins.
The Philly police and Ft Collins police drew up parameters (18-26 years of age, WM) and ran them against all sorts of data bases. Credit bureaus, credit cards etc. and ran a check. They came up with 83 names.
A composite was shown and they got a tip from a woman who had dated a guy who took long walks at night because he couldn't sleep. They pulled his name and asked him to come in.
At one of the crime scenes, one of the victims fought hard and the perp left his blood on her bed clothes. They were also able to get prints off a balcony railing.
Troy Graves came in and he agreed to be fingerprinted. And bingo. He's now serving a life sentence in one of the state penitentiaries.
He lived and worked nearby the places he broke into. He also had a stint in the armed forces where he was charged with a peeping Tom incident.
