The bottom line is unless you believe that Australia has infected our citizens phones en masse, it is impossible to track a phone that is powered off unless you infect it beforehand.
Nobody had any reason to compromise Borce’s phone prior to the date in question & I do not believe our state police forces have the ability to hack/infect phones & install Trojans - that is the realm of ASIO & perhaps occasionally the Feds. Even if this was within the means available to our state police, it has to be done before you try to track the phone, not retrospectively & there was no reason for this to happen to Borce in advance.
