Abusive parents risk losing adoption subsidies after change in state policy (with clip)

"New rules approved this month would allow the state to recoup adoption subsidies from parents who are abusing or not supporting children in their care.

Iowa’s Department of Human Services drafted the rules after a Reader’s Watchdog report last year showed parents like Mark and Misty Ray of Perry and Nicole and Joseph Finn of West Des Moines still qualified to receive subsidies even after being accused of horrific abuse.

Federal statutes mandate that states terminate adoption subsidies when parents are no longer supporting the children they are supposed to help.

But neither the state of Iowa nor the U.S. Department of Health and Human Services had systems in place to check on recipients of adoption subsidies for fraud or recoup payments when parents commit abuse.

Marc Ray and Misty Jo Bousman-Ray of Perry adopted four children from Iowa’s foster care system: a 10-year-old boy, two girls ages 10 and 12, and 16-year-old Sabrina Ray. Nicole and Joseph Finn of West Des Moines adopted four children from foster care before they divorced.

Marc and Misty Ray are scheduled to go to trial Feb. 4 in Woodbury County on numerous felonies related to the death of their adopted daughter, Sabrina Ray. The malnourished 16-year-old died of malnourishment in the home of the day care owners...."

"ADEL - The siblings of 16-year-old Sabrina Ray will be allowed to testify outside the presence of their parents at trial, according to new court documents.

On May 12, 2017, Sabrina died due to severe malnutrition in her family's Perry home. She weighed only 56 pounds at time of autopsy.

Sabrina's adoptive parents, Marc and Misty Ray, have been charged with her murder. Additional charges against the Rays include kidnapping, child endangerment and neglect or abandonment of a dependent person for confining Sabrina and two of her siblings.

The list of charges also include sexual abuse for Marc Ray, plus financial crimes such as theft and fraudulent practice for both Marc and Misty.

M.R., H.R. and J.R. are all minor witnesses in the trial currently scheduled for February 2019, which has been moved to Woodbury County...."

The adoptive father of 16-year-old Sabrina Ray, whose 2017 starvation death sparked statewide outrage, admitted in court Friday to imprisoning his three children in their Perry home.

Marc Ray, 43, pleaded guilty to four felony charges: one count of child endangerment resulting in death and three counts of third-degree kidnapping. If he were convicted of the original charge of first-degree murder, Marc Ray would have spent life in prison without the possibility of parole.

Now he faces a minimum of 35 years in prison. He is scheduled to be sentenced at 1:30 p.m. on Jan. 11 at the Dallas County Courthouse....

I'm new to this thread, just read through it and all the articles/videos. I salute those of you who stayed with this case. The whole thing made me sick, furious. The Iowa DHS needs to be held accountable, no more hiding behind confidentiality. People need to lose their jobs, go to jail, be shamed out of the community IMO

As for the sentence of the "father", that's also a sham. Life in prison would be too good for him, let alone a chance of getting out when he's old. In prison he will be fed and I'm not okay with that. I ask myself what the Lord would do, I don't know, but I do know the Old Testament, an eye for an eye, was a good way to go. In this case, a life for a life would be fine with me.

Sorry for the rant, I had to get it out.

"DALLAS COUNTY, Iowa -- The adoptive mother of Sabrina Ray will enter into a plea agreement with prosecutors on Wednesday, according to online court records.

Misty Ray and her husband Marc are both charged with First Degree Murder and multiple counts of Kidnapping, Child Endangerment and Neglect or Abandonment...

Marc Ray entered into a plea agreement in December. He plead guilty to four felony charges and will serve at least 35 years in prison. The couple's biological son, Justin Ray, and Misty's mother, Carla Bousman, have already entered guilty pleas for their roles in the abuse of the children. They are serving prison sentences. Josie Bousman, a cousin, is also charged in the case but agreed to testify against her family members. She remains in the Dallas County Jail.

Details of Misty Ray's plea agreement will be released at a hearing at the Dallas County Courthouse on Wednesday afternoon...."

Misty Ray pleads guilty to kidnapping charges in death of Sabrina Ray
A Perry woman pleaded guilty to lesser charges in the starvation death of her adopted daughter Wednesday.

The 16-year-old weighed just 56 pounds at the time of her death in May 2017.

Court documents indicate Ray is pleading guilty to a first-degree kidnapping charge and two charges of third-degree kidnapping. She will face sentencing at a later date.

Last month, Marc Ray pleaded guilty to child endangerment and multiple counts of kidnapping.

Marc Ray remains in jail and will be sentenced on Friday.

The plea hearing, held Wednesday afternoon at the Dallas County Courthouse in Adel, means 41-year-old Misty Jo Bousman Ray will avoid a trial in the death of her daughter, Sabrina Ray. Prosecutors on Wednesday also dismissed several other charges against her, including first-degree murder.

But Ray will still be required to spend the rest of her life in prison for the crime of first-degree kidnapping, a class A felony that carries a mandatory sentence with no possibility of parole. She also pleaded guilty to two counts of third-degree kidnapping for her confinement of two other adopted children. Those charges carry sentences of up to 10 years in prison.

Ray admitted to covering Sabrina's bedroom windows, placing a lock on the door and locking her inside the room, where she died of starvation in May 2017. Sabrina weighed 56 pounds and was severely malnourished at the time of her death at age 16, authorities said. She also admitted to confining the two other adopted children.

Originally facing 15 counts including murder and child endangerment resulting in death, the plea agreement would require Ray be sentenced to the mandatory sentence of life in prison without the possibility of parole. All other charges were dismissed.

"During the times of January 31, 2012 through May 12, 2017 .. I intentionally acted secretly and unreasonably confined Sabrina Ray without her consent," Ray told the court. "On May 12 [2017], Sabrina Ray died of malnutrition which is a serious injury."

Ray also admitted to covering up the bedroom windows and placing a lock on the room's door, acting secretly to confine Sabrina and two of her minor siblings.

$150,000 in restitution to the estate Sabrina Ray was also ordered per Iowa Code.

Amended from Kidnapping in the First Degree, each amended kidnapping charge for the two other minor children carries a maximum possible prison term of 10 years with no mandatory minimum.

Misty Ray faces a maximum total term of incarceration of life in prison plus 20 years.
 
IMO.
Sabrina suffered prolonged horrific abuse.
Her abusers will have their basic needs met until the day they die and are entitled to all the human rights that they denied to her.
It will never equal justice in my eyes.
May she rest now.

Misty Jo Bousman Ray, 41, was sentenced to a mandatory life sentence with no possibility of parole and Marc Ray, 43, was sentenced to 80 years.

“Sabrina’s sisters were forced to watch her slowly and agonizingly die,” Judge Terry Rickers said before reading the sentences. Each parent will be ordered to pay restitution.

Reading her own statement, Misty Ray apologized to the children and her husband and said she accepted full responsibility for her actions. She said she pleaded guilty to give her children privacy, so they would not have to share their stories in open court.

“I would give anything to go back in time and right all those wrongs,” she said. “All of this is my fault.”

Marc Ray did not speak when he was asked if he would like to speak by the judge....

The couple kept their heads down as victim impact statements from their other children were read in court. Some family members cried in the gallery as the statements told horrors of abuse and neglect; one of the children wrote about wanting to commit suicide...."

Marc Ray was sentenced to a total of 80 years in prison. He received 50 years for child endangerment and ten years each for three counts of kidnapping. Those will run consecutively...."

Sabrina Busch Ray never, ever had a chance at life. NEVER. I was shocked to read that the ran a daycare in the home where they tortured and abused their own children. Multi generational abusers. grandma *advertiser censored*, adult parents, adult children and adult cousin skanks...

In what world would this ever be considered a decent idea? Sabrina's remains are being returned to her biological father and step-mother. What kind of a gelatinous cretin has the nerve to give interviews calling other people monsters? The kind of who is likely to create fundraisers asking for help burying their "beautiful baby girl". Keeping an eye out for that.

Karena Busch and Joseph Busch were charged with child endangerment and Sabrina was removed from their home and given to the who murdered her. BOTH "FAMILIES" LIVED AROUND THE CORNER FROM EACH OTHER. Really. Did "daddy" and step-*advertiser censored* ever go visit their 'beautiful baby girl' who lived within walking distance? Were they prohibited from contact?

"ADEL, Ia. — The adoptive cousin of Sabrina Ray, a central Iowa teenager who starved to death in May 2017, was sentenced Friday to 14 years in prison, the final family member to be put behind bars in the case.

Josie Raye Bousman, 22, of Perry, pleaded guilty to neglect of a dependent person, a class C felony, and two counts of child endangerment. Bousman admitted she locked Sabrina Ray, 16, in a room unattended with two other girls.

Bousman was initially charged with three counts of kidnapping, child endangerment causing death and obstructing prosecution. She helped keep Sabrina confined and denied her food and water, authorities said....

As she faced the judge in a striped jail jumpsuit, Bousman apologized for her actions. Asked why she did not do more, she told the judge she got "caught up in everything."..."

“For the 20 months these cases progressed, all five individuals who were charged were incacerated in the Dallas County Jail,” Sinnard said in remarks at the start of Tuesday’s meeting of the Dallas County Board of Supervisors. “That required the sheriff to transport these individuals to court hearings and depositions and various functions. They did so flawlessly.”

“I also wanted to recognize some of the staff in my office: First Assistant Jeannine Ritchie, Assistant Dallas County Attorney Stacy Ritchie and Legal Assistant Audra Ledbetter,” he said. “They were specifically assigned all five cases and put in a tremendous amount of work and effort on those cases.”

“I think Judge Rickers summed it up very well when he said in hearing that anybody who dealt in any way with these cases would never forget them,” he said. “It was a difficult experience, but I think there was some justice achieved, and hopefully the community of Perry and Dallas County and the state of Iowa as a whole can heal and move forward.”
