29 year-old Justin Grant Bibow last had contact with family and friends on Sunday, March 10, 2019. He was reported missing to the Sheriff's Office on Tuesday, March 12, at 3:40 p.m.

Deputies have been investigating the report and have entered Bibow into a nationwide database as missing. Attempts to locate Bibow have been unsuccessful.

Deputies have learned that prior to being reported as a missing person, a Salem Police officer conducted a computerized records check on Bibow on Monday, March 11, 2019 at 2:27 a.m. Bibow could possibly still be in the Salem, Oregon area.

Bibow is described as 5'10'' 320 lbs with hazel eyes and brown hair. He is associated with a white 2016 Dodge Ram Cummins pickup with Oregon license plate 850JTM.

Anyone with information is asked to contact local law enforcement and reference Douglas County Sheriff's Office Case #19-1136.

Bibow is a captain in the Riddle Fire Protection District.

"We've exhausted pretty much every resource we've had to try and look for him in known areas that he would like to go camping or hangout or anything," Fire Chief Devin Loughridge said Monday.

Loughridge said Bibow has been with the district for about eight years.
 
Not sure about all states, but you can run a persons lic plates and driving record, as a LE officer without pulling someone over. It is done often in attempt to find people driving without license, warrants, etc.. Police may have been behind him at 0227 hrs and ran him. If this was the case the officer may not have seen any reason to stop Justin. So, I guess it depends on what is meant by a computerized check being done (with person present or not) and what OR's laws are concerning this topic.

I'm glad they found him, but sad that he is deceased. RIP Justin.

Thank you for that explanation! I never thought of LE running a check on a person without pulling someone over.

The release from Chief Devin Loughridge and Assistant Chief Paul Ritter said Bibow served his community for 15 years as a volunteer firefighter, starting with the Tri-City Rural Fire Protection District and most recently with the Riddle District, where he served as a fire captain. Bibow was also a member of the South County Rescue Team.

The release said the District would like to thank everyone that put their time and effort into locating Bibow. Loughridge and Ritter said the District asks for privacy as their firefighters work through the tragic loss.
