The Police and the Coroner were the one's that decided there was to be an inquest. The other person (or group of people) you are referring to had their petition for an inquest rejected.

My response was relative to article that dealt with the 2017 Court matter regarding the release of information William was a foster child.
 
I think the identified POI's will be in August. The family accounts of the disappearance and WT's initial circumstances on the day he disappeared and the search need to be examined 1st to see if any new information is revealed to move the investigation forward and officially rule out, (for the coroner), wandering off, misadventure. You never know but there may be some statements that stand out as contradictory that need to be looked at more closely. But who would cross examine the initial witnesses in this 1st part of the inquest if the police prosecutor is satisfied with statements?

There will be many other Legal reps in the Courtroom, representing POI's, Bio's, FF etc. Many questions will be asked if they feel the need to do so.
