‘The early police response to the disappearance of Queensland boy Daniel Morcombe did not pay enough attention to his murderer Brett Peter Cowan as a suspect, a coroner says.

Findings have been handed down by state coroner Terry Ryan on Friday, just over 15 years since the 13-year-old disappeared at a bus stop on his way to buy Christmas presents for his family in 2003.

Mr Ryan noted Cowan was a known child sex offender and admitted being in the Sunshine Coast area where Daniel disappeared.

"I agree with the submissions from family and counsel assisting that more could have been done to focus on Mr Cowan in the early stages of the investigation," Mr Ryan said.

He said claims made at the inquest by two police officers - that they were rebuffed when they raised Cowan as a suspect - could not be proven.’

Morcombes satisfied with coroner's recommendations as inquest finally ends

Bruce and Denise Morcombe say the findings of an inquest into the death of their son Daniel nearly 16 years ago are "very powerful" and they are relieved legal proceedings are finally over.

The inquest, which began in 2010, sought to find out if and when he died and the adequacy of the police response, after Daniel disappeared at a bus stop on his way to buy Christmas presents for his family in 2003.

State Coroner Terry Ryan today said many positive changes had already been made to respond to missing children, largely thanks to the work of the Daniel Morcombe Foundation.

New laws could stop Queensland child killers and 'worst' murderers ever getting parole

The Queensland government is drafting new laws that could see child killers and the "worst of the worst" murderers prevented from ever applying for parole.
In Queensland, a life sentence currently has a non-parole period of 20 years.

There would be no limit to the amount of times that could be re-imposed, meaning killers such as Brett Peter Cowan, Barrie John Watts and Robert Paul Long could be blocked from ever applying for release.

Victims' families, including Bruce and Denise Morcombe whose son Daniel was murdered by Cowan in 2003, have long questioned why a 'life sentence' does not, in fact, see the convicted person spend the rest of their life in prison.

New laws being drafted by the state government would see Queensland’s worst killers spend up to another 10 years behind bars.

The legislation would allow the Queensland Parole Board to block serial and child killers from applying for release.

The president of the parole board would have the power to enfrce 10 year declaration periods for killers such as Brett Peter Cowan, who murdered Daniel Morcombe, when they become eligible for parole.

Daniel’s father Bruce Morcombe welcomed the news for victims’ families.

“This is a breath of fresh air, and I think all Queenslanders should feel safer because of the proposed legislation.

“More than that it reduces the likely trauma on the victims’ family that have been left behind every time this resurfaces as the applications come through.

“This provides some certainty that it will be a break of 10 years before we hear this person’s name again.”

He said families are impacted “on a daily basis” thinking about the potential for their loved one’s killer to be back on the streets.

“If they were released on parole … these are people that are not of people of frail old age. These are potentially people still in the senior years, reasonably fit and active, the propensity for them to do another terrible crime in the community is ever present.”

It is desperately sad that it has been 18 years since Daniel’s parents and siblings last saw him. Daniel will never be forgotten. I’m sure he would be so proud of his parents who fought tirelessly for justice for him and for their work with the Daniel Morcombe Foundation.

We support educators, parents, and carers through the provision of resources and education and directly support young victims of crime.”

The Daniel Morcombe Foundation does incredible work and I am sure they have helped save many children’s lives and they continue to help keep so many safe.
