Province won’t commit to public inquiry into Bruce McArthur case until after judge’s review

"The Ontario government is not planning to hold a public inquiry into how police dealt with Bruce McArthur, instead hoping that the judge heading an independent review will be able to expand its mandate to include the case of the serial killer.

Attorney-General Caroline Mulroney told reporters on Thursday that the province will await the findings of Justice Gloria Epstein’s review into how the Toronto Police Service handles missing persons cases. Justice Epstein has already asked the Toronto Police Services Board to lift restrictions in her mandate that stopped her from examining contacts between Mr. McArthur and police. Her final report is due in April, 2020.

“We’re going to wait to see what Justice Epstein has to say on the matter ... I hope, I would encourage the scope to be as broad as possible,” Ms. Mulroney said...."

"The Toronto police sergeant facing misconduct charges in connection with the Bruce McArthur investigation is expected to appear in front of a police tribunal Tuesday morning.

Paul Gauthier is facing insubordination and neglect of duty charges in relation to the 2016 arrest of McArthur.

The serial killer was arrested following a report that McArthur attempted to strangle a man inside a van during a sexual encounter. McArthur was later released without being charged and would go on to murder two more men.

Gauthier said he is being used as a scapegoat for Toronto police, which is also facing backlash for its investigation into missing persons cases.

Earlier this month, Gauthier’s lawyer, Lawrence Gridin, said that the evidence will show his client “contributed” to the identification of McArthur as a serial killer and did not detract from the investigation.

He defended Gauthier’s actions in a 2016 incident said his client has “great sympathy for the victims and the community.”

“The decision not to charge Bruce McArthur for the 2016 incident was made in conjunction with Det. Gauthier’s supervisor and based on the information available at the time,” Gridin said....."

Illness delays hearing for cop who arrested, freed serial killer in 2016
"A disciplinary hearing for a Toronto police officer involved in the 2016 arrest and release of serial killer Bruce McArthur has been put over until April.

The prosecution indicated Sgt. Paul Gauthier is requesting an indefinite adjournment due to an unspecified illness.

Full details of the accusations against Gauthier have yet to be released at the police tribunal."
 
Toronto police crack cold case once flagged for potential connection to McArthur

"TORONTO — A decades-old murder once flagged for potential connections to serial killer Bruce McArthur was committed by a “drifter” who died in 2015, Toronto police said Thursday as they announced they had cracked the case.

Det. Insp. Stacy Gallant, the head of the force’s cold case squad, said the violent slaying of former school board trustee Dennis Colby bore some similarities to the murders of eight men from the city’s gay community that McArthur pleaded guilty to earlier this year.

Colby’s 1995 homicide was included among more than a dozen unsolved killings Gallant’s unit re-examined in the aftermath of McArthur’s January 2018 arrest. DNA evidence ultimately revealed that Colby’s death had nothing to do with the serial killer and is believed to have been committed by a man Colby allowed into his home.

The fact that the person, who isn’t being named, died in the Toronto area in 2015 does not diminish the value of closing the case, Gallant said....

Gallant said Colby, 47, died of severe trauma to the head, likely caused by a beating. A police summary indicates he died three days before his body was found. The man lived alone but was known to invite relative strangers into his home for extended stretches, Gallant said....

The case gained new prominence in the months after McArthur was arrested.

As murder charges continued to pile up against McArthur, the current head of the homicide squad revealed investigators were reopening 15 unsolved homicides that took place between 1975 and 1997. Insp. Hank Idsinga said the victims in those cases fit the general profile of the men ultimately McArthur pleaded guilty to killing....

Gallant declined to release the man’s name on the grounds that he would never have an opportunity to defend himself in court. He said, however, that he hailed from the Toronto area, was known to be “a drifter,” and was 26 at the time of Colby’s death.

His profile was found in the databank because he had previously been convicted of more than one “violent offence,” Gallant said. The man is not currently considered a suspect in other cold cases, he added.

If the man were still alive today, Gallant said he would have been arrested and charged with second-degree murder in Colby’s death."

UNSOLVED TROUBLED TRUSTEE DEATH

September 9, 1995

"Dennis Joseph Colby, 47, was murdered in his home at 185 Cosburn Avenue on September 9, 1995 but it wasn’t until September 12 that police were called to the residence.

Colby was described as an eccentric former Toronto school board trustee, a position he held for some time after his 1974 election. One Toronto newspaper described Colby as remarkably devoted to education affairs who “should be rewarded by election in the same ward.”

In 1995, Colby was found suffering from “extreme trauma to the head”, and was obviously deceased. Police believe the victim was last seen alive on Saturday, September 9 between 10:00 a.m. and 11:00 a.m. He had been found under a kitchen table, and there were signs of “an altercation”.

“He was a lonely guy, apparently,” said homicide Det. John Line, and did not frequent the downtown gay community area. Line and his partner Det. Rolf Prisor described Colby as “sexually aggressive and had numerous sexual partners on a weekly basis,” media reported, who allowed “street-type people” to stay with him for periods of time....'

Doc on Bruce McArthur case, 'Village of the Missing,' to debut on CBC

"TORONTO — A documentary on the case of Toronto serial killer Bruce McArthur and his victims is set to premiere on CBC later this month.

“Village of the Missing,” debuting on “CBC Docs POV” on March 22, looks at how McArthur chose his victims as well as their cultural backgrounds and ties to the city’s gay village.

Michael Del Monte directed the film, which will debut the same day on the CBC Gem streaming service.

It includes interviews with journalists reporting on the case and seeks to answer “why so many ‘brown-skinned’ men were lost to McArthur.”..."

Regarding the investigation McArthur was connected to the disappearance of Dave MacDermott in Kitchener: There is a connection with a friend of McArthur's and a person who worked at the club MacDermott was last at the night he disappeared.

The same person also worked at a club in Toronto directly across the street from McArthur's favourite bar. Pretty good chance McArthur also knew this person, at least in passing.

The assumption is the police looked into this already.

He was last seen in November 2002 at a gay nightclub in Kitchener, about a 90-minute drive from downtown Toronto. She says she doesn’t have any reason to believe he was a victim of McArthur, but she runs to the phone each time it rings in hopes that it could bring news about him.

“I sit and listen about the McArthur story on TV constantly, constantly,” Shaw said. “You think ‘Wow, could this be the answer, could this please?’ We literally beg God.”

Club Renaissance. The person also worked at Tango's (now Crews & Tangos). The friend of McArthur was and is fairly well known in The Village and also went to university in Waterloo.

I don't have any reason to suspect either individual were involved in either MacDermott's disappearance or anything McArthur did but the connection is there.

The voice belongs to a man, whom Global News is calling Isaac, who had just escaped an encounter with serial killer Bruce McArthur on the evening of June 20, 2016.

In his first broadcast interview, Isaac — whose identity Global News agreed not to reveal as he is a victim of sexual assault — said he still struggles mentally following the attack at a Tim Hortons parking lot in Toronto’s north end.

What was supposed to be coffee and dinner quickly turned into a nightmare, and Isaac’s story provides new details about the night police let McArthur slip through their grasp and he ultimately went on to kill two more people...."

Cop who arrested, released Bruce McArthur to have disciplinary hearing

"TORONTO -- A Toronto police officer facing disciplinary charges related to the 2016 arrest and release of serial killer Bruce McArthur will have his case heard in October.

Sgt. Paul Gauthier has yet to appear before the police tribunal due to an undisclosed illness.

But the tribunal agreed to detail the allegations against him Tuesday, citing public interest in the case.

Gauthier is charged with insubordination and neglect of duty related to his handling of a complaint by a man who alleged McArthur tried to strangle him.

The notice of hearing alleges Gauthier failed to record a video statement from the complainant and to photograph his injuries within 72 hours, as required by the force's policy on domestic violence investigations...."

Bruce McArthur was assaulted on Apr. 11 and although there are no details, it was severe enough for him to be taken to hospital.
