LARGO — Two-year-old Jordan Belliveau appeared to die a violent death.

The toddler had bleeding beneath his scalp, a skull fracture and a brain hemorrhage, according to a report released Monday by the Pinellas-Pasco Medical Examiner’s office. The child also suffered deep cuts and a leg fracture, the report said, and had a healing wound on his chin.

The cause of death was determined to be blunt trauma. The medical examiner also detailed how the toddler was found on Sept. 4: His body was in a state of decomposition, in 5 to 6 inches of water and partially covered with brush. He was wearing a blue shirt, blue shorts, white socks and a diaper. The child had just one shoe on.

Eckerd Connects Calls for Additional Funding for Foster Care Children
Since Jordan’s tragic death, Eckerd Connects has made changes to their policies. One of those policies is their staffing meetings, where everyone involved in a case meets to discuss what’s been happening in that child’s life.

“In [Jordan's] case there was too much time in between some of those communications,” Card said.

Since then, they retrained all of their employees on how to effectively have those conversations.

Card said in the weeks and days before Jordan’s death, no one involved in his case raised a red flag that the toddler could have been in crisis.

“Everybody knew there were issues, things that needed to be taken care of, but at the time nobody said, 'we have to act now,'” said Card.

But Card says the agency was moving towards taking action in the case and possibly removing the child, because Stinson was showing signs of not being able to care for Jordan anymore.

“It becomes very challenging to keep up with everything, and it’s not a surprise that sometimes things fall through the cracks,” said Card.

His mother, 21-year-old Charisse Stinson, faces a charge of first-degree murder in the death of her son. She had recently been reunified with Jordan after he had spent more than a year in foster care.

Stinson first reported the boy missing on Sept. 2. She told Largo police that she had accepted a ride from a stranger, who knocked her unconscious. She said she woke up in Largo Central Park with no Jordan.

ETA: Momma Stinson, neither you nor your baby daddy can handle and/or care for your babies. When they are under your care, they are neglected or die.

I second those emotions! WTH is momma thinking? The baby would be better off with a violent gangsta wannabe than loving foster parents who brought a little happiness into Jordan's life?

Selfish, selfish people. And why would dad want an infant anyway? It's like these people see babies as their "property" and not as tender children who need a loving, stable home. GMAFB! I'm so mad and sick of seeing people bring babies into this world for selfish reasons.

"Jordan's Law" Passes Hurdle in Florida House
State Representative Chris Latvala drafted House Bill 315, also known as "Jordan's Law," after learning some of the failures in the system that many say lead to the death of two-year-old Jordan Belliveau, allegedly at the hands of his own mother.

A House Subcommittee voted unanimously Wednesday to push Jordan's Law through, and Latvala says that gives him a lot of confidence going forward that baby Jordan’s untimely death will help save other children’s lives.

Latvala said we could know if Jordan's Law will become a law in as little as three to four weeks, but it could take longer.

“It’s been a team effort. I’ve never worked on a bill as hard as I worked on this one,” Latvala said. “There’s still a long way to go, but so far there’s been great reaction to it and I think in large part because the things in the bill are tangible instances where the system failed baby Jordan and where it's failed children like him.”

In the bill Latvala asks for law enforcement to be notified when they encounter someone being investigated for a child protective investigation. He wants to educate law enforcement, case managers and others in these cases how to detect a brain injury in a child under the age of six.

The bill also asks for a pilot program to bring more case workers to the Bay area and stricter rules governing reunification for children under the age of six with their families.

Plea Deal In The Works For Mom Charged In Death Of 2-Year-Old Son?

On Monday, her attorney told the judge they're in discussions with the State Attorney about a possible offer. Stinson was not in the courtroom Monday.

A new pre-trial hearing is set for May 21.....

She gave birth to baby girl in December, who is now in the care of Jordan's former foster parents.

Why the stall? No real explanation, other than . . . "waiting for senators to bring the bill from the Appropriations Committee to the Senate floor". Funding doesn't seem to be an issue. I'd like to know more about any opposition to the bill.

Florida state senators won’t vote on a bill named after a 2-year-old Largo boy police say was killed by his own mother, sources tell 10Investigates. Late last month, the Florida House unanimously passed House Bill 315, or “Jordan’s Law,” which would have increased protections for kids under 6 in the child welfare system. Those protections would have included a 15-child minimum caseload for child welfare workers “when possible,” and it would have streamlined child abuse reporting between caseworkers and law enforcement. It would also have required more training for certain entities that deal with children. The bill was expected to be considered by the Florida Senate. But, sources tell 10Investigates it won’t be heard there because of “legal issues” with the way the bill was written. Senate sources claim the issues should have been looked at sooner, and there is not enough time left in the legislative session to make the necessary changes. State Rep. Chris Latvala, the bill’s original sponsor, says that is false. He believes Senators just don't want to hear the bill and told 10News he wants to know how many more children have to die before increased protections are passed.

TALLAHASSEE — The Florida Senate had until midnight to bring "Jordan’s Law to the floor for a vote.

The bill's sponsors, however, have already conceded, and say they’ll have to try again next session.

Rep. Chris Latvala, who sponsored the bill in the Florida House, said this bill not making it to the Senate floor isn’t about policy — it’s personal. He said he feels strongly this was a case of petty politics, and he fears children’s lives will be more at risk because of it.

So what happens next? Was Jordan's death truly not tragic enough to spark change in the law?

It’s a concern Juliet Warren shares. Her family was the foster family for Jordan for most of his short life before he was returned to his mother last year.

She released this statement after the bill died in the Senate.

"I am deeply saddened to hear Jordan’s Law did not pass. It is so disheartening to see where priorities lie, especially when it comes to our vulnerable children. Florida is in a foster care crisis like never before, and we need people standing up for the safety and protection of these kids. The bill proposes things that should really already be in place in my opinion, it just seems like common sense. I can’t tell you how many times I have cried over the fact that if this bill was already in place, Jordan would still be alive. My husband and I lived through a nightmare and nothing will bring him back, but we can use it as a wake up call to take action and learn from past mistakes. Really, what could be more important than children’s lives? I am extremely grateful for Chris Latvala and his team who put this bill together. They work so hard fighting for the voiceless and it is honorable.

I am praying that it will pass in the future."

This is about politics and personality, not policy. If only dead toddlers could pay for powerful lobbyists that are close to certain senators, then maybe the FL Senate would do something to protect these kids!

LARGO — A trial date was set Tuesday in the case against Charisse Stinson, the mother accused of leaving her 2-year-old son, Jordan Belliveau, for dead in the woods last summer.

Pinellas-Pasco Circuit Judge Michael Andrews designated March 2, 2020 as the beginning of trial.
