At 8 p.m., Police Commissioner Richard Ross said two officers remain trapped inside the house in the 3700 block of North 15th Street where the shootout first erupted at 4:30 p.m.

Ross, wearing a ballistic vest, said he had personally attempted to talk to shooter, saying the man had picked up the phone but had not verbally responded.

“He can end this peacefully now,” Ross said.

Initially, police said there was one shooter inside a house on the block still firing shots shortly before 5 p.m. Later, police said they believed there were two shooters inside. It was unclear later if that remained their understanding of the situation.

At the 8 p.m. news conference, Ross said he still did not know if there was one or two shooters involved.

Police officers carried babies and mothers comforted shaken children as the daycare was evacuated.

“We had to stay calm and collected and get the children calm,” one staffer said.

Police had set up two city buses to hold children whose parents hadn’t yet arrived to pick them up. Other parents rushed frantically down the block, asking after their children at the bus doors.

I am thinking the rain might send the bystanders away. I'm worried with the crowds around for hours while the situation remains unresolved that tensions might flare.

Radar shows storms in same area they were an hour or so ago, still not over the area. We've had so much rain here in the past 2 days, maybe no one would move out of it anyway. We're all kind of used to being wet. I am stunned with all the people standing around the area though. Course they could be locals who can't get into their homes.

FYI Weather update. Rain moving into the North Philly area. Baseball game still being played in South Philly, though reports of lightning and thunder in distance. Seems to be more than just a rain shower headed in.
