Yes due to his age. But hopefully if the adults get charged with murder they won't go at all soft on them.
 
Colleagues of PC Andrew Harper who was killed in the line of duty last Thursday were pictured breaking down at the scene of the incident.

The 28-year-old newlywed was responding to reports of a burglary when he was killed after being dragged along by a vehicle in Berkshire.

Dozens of floral tributes have been left at the scene near Ufton Lane, Sulhamstead.

Today, police officers were pictured in tears as they visited the scene.

Some officers were seen on their knees as they read heartbreaking tributes left for PC Harper.

Others held each other as they broke down.

  • A 17-year-old from Aldermaston, Berkshire.
  • A 20-year-old from Burghfield, Berkshire.
  • A 16-year-old from Burghfield Common, Berkshire.
  • An 18-year-old from Mortimer, Berkshire.
  • A 24-year-old from Bramley, Hampshire.
  • A 30-year-old from Burghfield Common, Berkshire.
  • A 20-year-old from Reading, Berkshire.
  • A 16-year-old from Burghfield Common, Berkshire.
  • A 13-year-old from Burghfield Common, Berkshire.

Only the ones with a Burghfield Common address will have been residents of the caravan site, although all the other locations are pretty close.

A man has been charged with murdering 28-year-old PC Andrew Harper, who was killed while investigating a burglary.

The Thames Valley Police officer died on Thursday in Sulhamstead, Berkshire, after being dragged along the road by a vehicle.

Jed Foster, 20, of Reading, has been charged with his murder and the theft of a quad bike.

Nine other people who were arrested at the same time as Mr Foster have been released on bail until 13 September.

Mr Foster will appear at Reading Magistrates' Court on Tuesday morning.

Jed Foster, 20, appeared via video link during a hearing at Reading Crown Court on charges of murder and theft of a quad bike.

He has not entered any pleas to the charges and his solicitor has not made an application for bail.

He appeared at Reading Magistrates' Court on Tuesday, where his barrister Rob Jacques told the court Foster "denies any involvement in the horrific murder of PC Harper".

The remaining nine suspects have been bailed until September 13.

The area’s chief crown prosecutor, Jaswant Narwal, said: “The CPS has discontinued the case against Jed Foster, 20, in relation to the ongoing investigation into PC Harper’s death in Berkshire. The CPS has now reviewed a full file of evidence from the police and concluded that there is not a realistic prospect of conviction.

“The decision to charge Mr Foster was taken on the threshold test which is applied when a full file of evidence is not available.”

Speaking outside court following his first appearance, Foster’s lawyer, Rob Jacques, said: “On behalf of him and his family he emphatically denies any responsibility or involvement in the horrific murder of PC Andrew Harper.”

Foster’s mother, Jolene Hannington, protested her son’s innocence shortly after he was charged. She wrote on social media: “We will fight this and hopefully someone that knows the truth will come forward and tell the truth or live the rest of their lives knowing they let an innocent boy go away for something he didn’t do.”

Does it matter?

I did think it was interesting when they originally charged JF that he was not a resident of the caravan park, and thus perhaps more on the fringes of the group. I wonder if (a) the others implicated him for that reason, and (b) if his being charged might have encouraged him to cooperate. Might he end up testifying against his friends?
 
I think it does matter , if the police vehicle actually killed him I can’t see how they can be charged with his death ? ‘after being dragged under a vehicle and possibly hit by a police car.’
