Man admits killing woman in 2003, cutting off her legs and tossing them in Susquehanna: police

WILLIAMSPORT — A former Montoursville man was charged with homicide Tuesday after police say he confessed to killing a woman in 2003, hiding her body, and 15 years later cutting off her legs so her body would fit into a wooden box, a state police affidavit says.

Just before he moved to Philadelphia in April, 49-year-old Jade G. Babcock told police he cut open the bag into which he’d put the legs, and threw it into the Susquehanna River from the Maynard Street bridge in Wiliamsport, the affidavit said. Investigators said he told them he’d hoped hoped the water would fill the bag and carry away the legs.

In the affidavit, state police say Babcock confessed to killing Brenda Lee Jacobs, of Lycoming County, on Dec. 26, 2003. He kept her body wrapped in a comforter in a closet for several months before moving it to a coal bin in a structure at the rear of the property on Jordan Avenue in Montoursville.

He told police he cut the legs off with a hack saw last November, the affidavit said. He kept them in a black bag in a storage facility in Williamsport, before throwing them in the river in April, police said.

Fishermen on May 11 found the legs about a half mile downstream of the bridge, near the Hepburn Street dam. A black plastic bag and a white sheet were found nearby.

He kept her body wrapped in a closet for months and then 16 years later he cut off her legs and threw them in the river.o_O. horrific. I can’t understand at all... it’s just a freaking nightmare. At least her family can (kinda) get some closure now..:(:mad:
 
“Both had lost their jobs around Christmas 2003 and neither of them were able to purchase their children anything for Christmas. He advised they were drinking heavily through the holidays when he and Jacobs got into an argument,” Follmer wrote in the affidavit.

“Babcock related that he punched Jacobs in the side of the head. He admitted to punching her more than once and said ‘The last time I hit her, I hit her hard. I blasted her. She didn’t get back up after that,'”Follmer said.

Babcock said “he sat with her and she started to get cold, but he was too scared to call 9-1-1. He didn’t call because he didn’t want to go to jail for the rest of his life. He admitted to having a phone in his hand for approximately 20 hours. ‘It was right there and I didn’t call,'” Follmer said.

“Based on the family’s concerns for Jacobs’ safety, a Missing Person Declaration was completed, and Jacobs was entered into the National Crime Information Center as a Missing Endangered Person,” Follmer said.

The case went cold until last week when a woman, identified in court papers as Brenda Jones, a former girlfriend of Babcock’s, walked into the Philadelphia state police barracks to report “that she had information pertaining to the whereabouts of human remains, believed to be Jacobs,” Bieber said.

Jones went on to tell investigators that last November, Babcock took her to the barn behind the house “and pulled a body out of the coalbin. Babcock informed Jones that the body was that of Jacobs. Jones further witnessed Babcock try to ‘break the body’ into a folded position in an attempt to fit her into a wooden box with mental handles,” Follmer said in the affidavit.

“A state police cadaver dog was utilized in the barn and provided a positive indication for human decomposition in the immediate area of the coalbin,”Follmer said.

Furthermore, upon the completion of an autopsy done by the Philadelphia Medical Examiner’s Office on the unidentified remains recovered from the storage locker, “coal was observed on the remains that is similar to that found in the coalbin,” the investigator said.

“Additionally, the (Philadelphia) remains were missing the lower legs from the knee area to the feet, and the cut was consistent with that of the legs that were recovered May 11 in the river,” Follmer said.

On Tuesday, authorities arraigned Jade Babcock, the ex-boyfriend of Brenda Jacobs, who went missing in 2003.

“Not me, do what?” That was all Babcock would say about what he is accused of doing.

Babcock was arraigned on charges of homicide, abuse of corpse, tampering with evidence, and obstruction of justice.

Legs found in Susquehanna River, remains discovered in Philadelphia remain unidentified

It has been nearly a year since a pair of legs was found in the Susquehanna River at Williamsport and it has been seven months since human remains were discovered in a Philadelphia storage facility.

But, authorities say they still do not have forensics data to confirm they are the remains of Brenda Lee Jacobs of Montoursville, who was last seen in 2003.

Investigators are waiting for DNA test results, said state police Lt. Greg Watson. “Those things take a long time,” he said.

Without records, it would be difficult to establish his mental condition that long ago, she said. At his arraignment in 2019, Babcock claimed to be bipolar and addicted to crystal methamphetamine and alcohol.

Confession summary:
Jacobs and he were drinking heavily around the holidays in 2003. They argued over losing their jobs and being unable to buy gifts for children.

He hit her several times, she fell to the floor and did not get up. He never called 911. When the body got cold he wrapped it in a comforter and placed it in a living room closet.

A few months later when it got warmer he moved the body to a coal bin in a barn at the rear of the Montoursville property where it remained until the house was sold on Nov. 18, 2018.

He tried to fit the remains in a wooden box his father used when ice fishing but it did not fit, so he cut off the legs with a bow saw.

He moved the legless remains to a storage unit in Williamsport where they stayed until April 2019 when he and his then-girlfriend moved to Philadelphia using a rental truck.

The legs were thrown into the Susquehanna River from the Maynard Street Bridge in Williamsport. Fisherman found them on the river’s edge 75 yards apart and a short distance downstream on May 11, 2019.

The rest of the remains were found Sept. 17, 2019, in a storage unit in Philadelphia.
They were directed there by Brenda Jones who had lived with Babcock for four years first in Montoursville and then in Philadelphia.

Jones told police she turned in Babcock out of fear after he told her he had killed Jacobs.

A trial date has not been set as there are several pretrial issues pending before Judge Nancy L. Butts. Babcock is jailed without bail.

WILLIAMSPORT – Four additional charges have been filed against the man charged with killing his then girlfriend in Montoursville in 2003, cutting off her legs and concealing the body for years.

Lycoming County Senior Judge Kenneth D. Brown on Tuesday granted over the objection from the defense the prosecution’s motion to add three counts of abuse of corpse and one of tampering with evidence against Jade G. Babcock.

Babcock, 52, is accused of killing Brenda Lee Jacobs in 2003 and concealing and dismembering her body. His trial is scheduled to begin June 20.
