Case History
The victim was located in Montecito Hills Regional Park, Montecito Heights, East Los Angeles, California on August 24, 1980. She was noted at this location by a teenager on August 24, 1980, but was not reported to authorities until August 30, 1980. This location was in a remote, fairly inaccessible heavy brush area. Investigation reveals that the victim was killed at this location.

Interesting possible. Her middle name "Kay" matches the notation on the sandals. Her hair color doesn't seem to match, but distinguishing between Blonde, Brown, Blondish Brown, Reddish Brown, etc. is not always reliable.

ETA: Her height is way off.
 
Mary Louise Day seems to be a reasonably close fit also, although she is also from Northern California.

At first I was thinking the same thing about her height but Jackie Kay Boyer's Height and weight are only approximations with that and the fact that the UID's height estimated, i don't believe it should be a direct rule-out.

Boyer's hair colour is only listed on her Doe network file as blonde... but with the UID's Mummified/skeletal remains, dense foliage, outdoor ground conditions, and length of time of where the body was found, would that have make it difficult for hair color to be distinguish?

This one always gives me pause because there is a red headed teenage girl called Kay Docherty around the right age missing from Australia circa 1979.

If LE ever gets around to doing a recon then it might be worth checking the teeth against Kay, as one of the the publicly available photos of her is a smiling one that shows her teeth reasonably well.

Noticed UID doesn't have any rule outs, wondered if anyone has been in touch with LE?

Also, CarlK can you give a rough definition/time line of "mummified remains" and other lingo LE uses. Obviously, means no soft tissue but does that mean an estimate of 1-2 years usually?

It just means that some dried-out tissue remained on the bones.

With very dry atmospheric conditions and a lack of scavenging wildlife, the body may not be reduced entirely to bones, but I don't know enough about what exact conditions and timeframe allow that to occur.

The Montecito Park on the attached map in your post is not the location where the UID was found. She was found in the Los Angelas Montecito park. Windor is about 60 miles north of San Francisco. Still does not rule Jackie out, just thought it was worth noting the error.
 
I think Kimberly Ann Kahler might be a match. If she wrote her initials KAK on the sandal, I can see how someone might have mistaken it for the name "KAY," especially if it was weathered. I guess Kay could have also been her nickname. Has anyone asked if she could be the UID?
 
Could also be Kimberly Alice King as someone mentioned earlier...but Kimberly was pretty far away geographically

if they saved the condom they might get DNA from the killer, assuming those were the circumstances of the UID's demise.
 
Now that I took a closer look at the dentals I doubt this is Kimberly Alice King. Distance too would be unlikely...

Very cold conditions can also lead to mummification, especially of skin. And oddly, certain very wet conditions can also preserve a body (the "bog bodies" of Denmark and England, for instance). Not that that's relevant to this case.

No street view, so I couldn't find out where she was found
 
She was very young. I think that there's a good chance that she was a runaway and that she isn't listed in any public missing databases. I believe she could have turned to sex work as a method of survival and was killed by a customer. She could have also been hitchhiking to get from place to place and met up with the wrong person.
