I think Law Enforcement may have been so focused on the possibility that this man might have been from outside the country that they may have ignored a much closer potential match.

Missing from Frederick, Maryland on August 24, 1992

Some things don't match like the age (the victim was described as being between 20 and 35 but Brooks was 17 when he went missing) and Brooks left ear is pierced which the victim is not described as having. But a lot matches too Brooks went missing less than a month before the body was found, is the exact same height as the deceased, and according to his Charley Project page he may have gone to New York after his disappearance. I think this is a pretty good match.
