I submitted Triquika Shorts as a match to the UID. I'm not sure about the timeline but I think it's possible that her missing date was misremembered.
Her NAMUS has her date last seen as June 14, 1989. The same day this UID was found!! That's such a tight timeline, it makes me think this could definitely be a match. There could be many reasons why there's the discrepancy in the missing date, one that comes to mind is that the summer Texas heat may have intensified decomposition (the UID's estimated PMI is two days).
 
How did she die?

It appears as if that information has not been stated anywhere that I can see so far.

I think that it's likely that she was murdered (and possibly also sexually assaulted) based on how her body was found, but honestly, I'm not sure.

However, I think there's a small chance that she could have drowned after taking off all of her clothes / shoes and jumping into the water willingly (it does look like she was wearing a bathing suit at one point), but I think that's a bit of a stretch. Is it possible that the river's currents could have removed two layers of clothing and her shoes?

I don't even know with complete certainty if she was she found physically in water or simply near it. "Along the Trinity River Levee" makes me think that she was actually found on land, which falls more in line with foul play / body dumping rather than a mishap in the water (at least IMHO).

One would have thought at the very least her truancy would have made it into the system. From our modern perspective it seems almost unbelievable that a child could be found dead where she lived and go unidentified for over 30 years. 1989 doesn't seem so long ago but I guess as far as information technology goes it might as well have been prehistory.
 
Its sad to hear that a 13 year old had 1 dollar bills surrounding her... that certainly implies prostitution or sex trade work... so so sad..
