Updated: Henry Dinkins was the only person of interest in the disappearance of Breasia Terrell. Now he's charged with kidnapping and murder.
Thank you for that article. I've been trying to catalogue what evidence LE has and was hopeful that finding Breasia's remains would provide additional evidence. I'm feeling more confident reading this article. There is ample circumstantial evidence against , I mean POI, even if his girlfriend continues to lie (why, oh why would you lie, you must certainly know who this man is by now).

In a follow-up interview, she said that she had put Dinkins’ phone on a phone charger at 3 a.m., something she had not told police before. She also denied trying to call Dinkins even though phone records for Dinkins received from Verizon show she called him at approximately 3:11 a.m. and 3:12 a.m.

She also disclosed she had seen Dinkins after 3 a.m. on July 10 before he left again. She also said she saw a girl she believed to be Breasia standing outside by Dinkins’ red Impala. Culberson described Breasia as having distinct hair and seeing that girl with Breasia's hair."

That seems like it might be enough for a jury. But I do wish they had a little more. Hopefully they can bring in his sex offender status (that would really strengthen the case). If they could connect him with a gun. If his girlfriend decides to do the right thing.

No complaints about LE here - they followed the cell evidence enough to find that video. They kept him in jail for this entire time on other charges. Too bad they couldn't do the same for Josh Duggar. This case proves that sex offenders cannot be around children.

It's time for justice.

DAVENPORT, Iowa (KWQC) - A judge on Thursday ruled that a Davenport man will be held without bond in the July shooting death of 10-year-old Breasia Terrell.

Henry Earl Dinkins, who is being held in the Clinton County Jail, made an initial appearance via Zoom on first-degree murder and first-degree kidnapping charges in Scott County District Court.

During the brief hearing, Judge Cheryl Traum appointed the public defender’s office to represent the 48-year-old. His next court appearance is Monday, and a preliminary hearing is scheduled for May 14, the judge said.

Iowa granted an early release from prison to a repeat offender just months before he allegedly kidnapped and killed a 10-year-old girl, according to parole documents released Tuesday.

The Iowa Board of Parole granted Henry Dinkins parole from a Davenport minimum-security residential facility in March 2020, determining he was “able and willing to fulfill the obligations of a law abiding citizen.”
“There is a reasonable probability that you can be released without detriment to the community or yourself,” according to the parole order signed by the board’s chair, Helen Miller, that The Associated Press obtained under the open records law.

Less than four months after his parole, Dinkins, a registered sex offender with a history of violent and reckless behavior, allegedly kidnapped Breasia Terrell from a Davenport apartment complex, shot her to death and hid her body in rural eastern Iowa.

Iowa Board of Parole records detail Dinkins’ criminal history and some leniency he received along the way, even as he committed crime after crime.

He had been in and out of prison and correctional programs since 1990, when he was convicted of third-degree sexual abuse of a child when he was 17 and required to register as a sex offender. He’d been arrested and cited dozens of times, on charges that include violating sex offender registry requirements, assault while displaying a dangerous weapon, domestic violence, drug possession, theft and eluding. A 2009 murder charge was dropped after police said he was a witness, not the killer.

This is heartbreaking! How was he paroled, or even at a minimum security facility for that matter, with violent offenses in addition to SA? It seems to me that if he'd not been a law abiding member of society since age 17, had SA charge(s), repeated violent offenses, and he rarely bothered to follow requirements when he was on parole, that the parole board could reasonably conclude that he wasn't gong to start toeing the line now. MOO

Pretrial hearing (@ 1pm ET) - IA - Breasia Terrell (10) (last seen E. 53rd & near Lorton Ave July 10, 2020, Dvenport; found March 22, 2021 by fishermen near 270th Ave in Dewitt in Clinton County. Id'd on March 31, 2021) - *Henry Earl Dinkins (48) - arrested (5/5/21), charged (5/6/21) & arraigned (6/16/21) on 1st degree murder & 1st degree kidnapping. Plead not guilty. No bond.
On July 9, 2020, Terrell went to Dinkins' apartment in the 2700 block of East 53rd Street with her half-brother — Dinkins' son — for an overnight stay, Lankford said. Terrell texted her mother using Dinkins' phone shortly after 9 p.m. to tell her goodnight. Lankford hasn't heard from her daughter since. Davenport police named Dinkins, 47, as a person of interest in the girl's disappearance. Authorities said he isn't currently a suspect, but they believe he has information valuable to Terrell's return. Dinkins was already in police custody for violating sex offender registration requirements after officers searched his home looking for Terrell on Friday, according to Davenport police.

The jury trial for a 48-year-old suspect in the death of a missing Davenport girl is set to begin on Valentine’s Day, 2022.

Dinkins, who is being held in Clinton County Jail, appeared briefly Friday in Scott County Court through a Zoom (remote) hearing. Dinkins, who was seated at a table, took notes during the court session.

Judge Henry Latham has been assigned to the trial that will begin Monday, Feb. 14, and last for about two weeks.

Other court proceedings are scheduled for Jan. 25 and Feb. 9, 2022.

Earlier, Dinkins pleaded not guilty to first-degree murder and kidnapping.

Other court documents say Dinkins is accused of confining or removing Breasia “without authority or consent, or by deception, with the intent to inflict serious injury or subject her to sexual abuse, and in so doing caused her death.”

On anniversary Breasia Terrell’s disappearance, court documents reveal more clues

Friday marks one year since the last time 10-year-old Breasia Terrell of Davenport was seen alive.

Her younger half-brother's father, Henry Dinkins, will go on trial for her murder on Feb. 14. He has pleaded not guilty to the charges.

Interviews were done with Dinkins' girlfriend, Andrea Culberson, and his son, Terrell's younger brother.

Culberson said, when she fell asleep the night of July 9, 2020, between 11 p.m. and midnight, Dinkins was on the living room couch.

She woke up at around 3 a.m. noticed both Dinkins and Terrell were gone. Dinkins had left his cell phone at home, so she could not call him, according to court documents.

Dinkins was observed purchasing two bottles of bleach at the Walmart in Clinton, 40 miles northeast of Davenport, at around 7 a.m.

The warrants do not say exactly when Dinkins returned home, but Culberson told police that he immediately left again to go look for Breasia Terrell.

Later that morning, Dinkins' son said he saw his dad wipe down a large knife with bleach. Police say they located a large knife matching the description the son gave them during two different visits to the home. They did not have this information about the knife at the time of the first visit. They seized it during the second visit.

During an initial search of the car, a red 2007 Chevrolet Impala, Davenport detectives say they could smell bleach when they opened the trunk. In the trunk, they found an axe and a box of cleaning supplies.

The Civilian Crime Technician shined a blue light on the metal part of the axe and observed what she believed to be blood. The trunk was then closed, and the vehicle turned over to the FBI.

A criminal complaint says that Terrell was killed by a gunshot, but there is no record of a firearm being seized.
