A decision to close the hospital was made in 1995 by Governor Christine Todd Whitman; following a 1993 investigation by then State Senator Richard J. Codey, during which he went undercover at the hospital and found rampant patient abuse, wasteful spending, and other illegal practices.[24] His report stated that he saw patients "were treated with less care than the average prisoner."[25] The process was to start in 1996 and complete the process in three years.[26] The goal was to place patients in community support homes.[27] An initial plan was to provide a $450 a month stipend[11] and "create 40 mobile outreach teams to provide therapy and help with housing, medication and daily living. The teams would include psychologists, nurses and mental health advocates who would be on call 24 hours a day".[26] The hospital closed in 1998.

In 1995, William Jennings who was committed to the hospital following murdering his parents; had been granted grounds privileges and left the hospital.[120] He was found at Walt Disney World in Florida confused and disoriented.[121]​

Cases like these always lead me to think someone at the institution was responsible for her disappearance. Filling her as a MP to LE is a cover up.

Sandra went missing during the time the Marlboro Psychiatric Hospital was closing and patients were being transferred to 3 other psychiatric hospitals. Others were placed into boarding homes or group homes, these patients were given a stipend of $450 a month for room and board. I read that there were many patients over the years that simply walked away. Who knows where Hospital paperwork is now that the hospital closed. If she was or was to be transferred they should know that. They should also know if she was one of the people who were released and or put in a group home with the stipend. I would think that in May 1997 things at the hospital wouldn't be running normally. The were in the process of shutting down. They began in 1995 with a 3 year plan to relocated all patients and they did this and closed in 1998. The hospital had it's own police emergency department independent of the Marlboro Police. NJ State police would handle criminal investigations. Unsure of who actually took the initial missing persons report, it is now in the hands of Human Services Police which does handle case of psychiatric hospitals. Sandra's Namus was created Dec 2010. In the report it says her sister gave information on her scars, so we know she has a sister. Maybe she will stumble upon websleuths and fill in some more blanks. There is no info on Sandra except she was last seen that the hospital. How long was she at the hospital? What was the plans for her in reference to the closing of the hospital? Where was the family from? Any information would be helpful here. Sandra Milena Cifuentes is still missing.

Thank you for posting this information on the hospital. I created the thread because I felt so bad there was no information out there on this poor woman. Yes it would be great if her sister helped found websleuths and gave some more info.
