Following, as I live nearby... That stretch of bars is pretty busy around that time on a Saturday night. Any suspicious behavior would have been witnessed by a lot of other people.
Also, regarding this picture I posted... that is the Charlestown Bridge in the background for reference. The building in the upper left is the MSP Marine Unit building. The locks would be to the left of the MSP building.
This is area on the "east side" of the locks adjacent to the MSP that has direct water access...seems pretty shallow though.
It would make a lot more sense if he went in on the west side...because you are basically stuck if you go in on that side. There is nowhere to swim to where you could...
I am not sure what they mean by "eastern" locks, but you have correctly marked the east side.
Interestingly, walking from TD Garden to Paul Revere Park via the locks, the only place I saw that had no barrier between land and water was on the east side, right before you get to the locks...

I don't know how to post pics from my phone, but if you Google "MSP Marine Unit", the map result that comes up has the pointer right at the Lovejoy Locks.
Sad, but I think a lot of people assumed this was the likely outcome.
I have spent a lot of time walking around this area lately, and I actually find it kind of shocking how many spots there are that have no barrier between land and water. Seems like an accident waiting to happen...
I don't think the TD Garden has anywhere you can go to smoke during an event. Some arenas have smoking terraces, but I don't think the way The Garden is set up allows for that. To smoke, you'd not only have to exit the arena (with their no re-entry policy), but once you got to the ground...
There question is, what was he doing for an hour that no one saw him. Just walking around seems unrealistic, and I'd think if he went to one of the bars on Causeway during that time, someone would have recalled seeing him.
And to clarify my last comment above, there is a legit pedestrian bridge that you can walk over to get from PRP to North Point Park. It's possible he walked that way and thought he was still in Paul Revere Park when trying to get the Uber, but was actually in North Point Park. If the Uber...
I'm here now... the bridge that ZM was crossing is on the other side of the Zakim from Paul Revere Park. It looks like you can access the bridge (by climbing over some jersey barriers) from either North Point Park or as jfalkingham mentioned, walking to the end of the North Station platforms...
Thanks, Vail. I don't recognize that area from my walk to Paul Revere Park yesterday... I may need to take another little trip to figure out how someone could get on the train tracks.
I walked today from the TD Garden through "the locks" to get to Paul Revere Park and then came back via the Charlestown Bridge, just to get a feel for the area.
I just don't see it being easy to fall into the water...most (but not all) of the area is fenced. Though the fencing is definitely...

I moved to Boston last year and live very close to TD Garden. As I am new to the area, I "GPS" a lot of stuff trying to figure out routes, etc...and when I do it from my apartment, my GPS gives my "Current Location" as a place near Boston Common...
