When we say victim friendly we mean all those that are immediately victimized by what appears to be a terrible crime. This includes the family that is missing a 7 year old child for the love of God.
You are free to discuss your opinions on statements made, possible doubts you may have or questions raised by the information or lack thereof. But if you start throwing around careless accusations against the family or sleuthing out their personal information or discussing the color of lipstick someone was wearing, you will be given a no expense paid vacation.
If the situation changes and if the investigation by LE points back to the family then these rules will change. We roll with the news and as more information is revealed and as LE gives us information, we adjust. As I have said, imagine this is your child and people are looking at YOU. Moreover, stereotyping some of these players is positively embarrassing to the forum. KNOCK IT OFF!

For those interested here is the kind of information that can be gleaned from cell ping records. This is from another case and I just picked a random one so hopefully it is a good example LOL.

To the poster who said there is a little boy in LA who looks just like Kyron, I would call the tip line. It may not be him, but it sure beats driving around stalking him! =) Let the po-po handle it. You won't get in trouble for being wrong.

I didn't see if anyone answered a question about pings but see my answer for a general explanation about cell phones, pings, and cell towers.

This may be a dumb question, but I'm hoping someone will explain and help me to understand: does a 'cell ping' show where a cell phone is located at a certain day/time? I mean, if I go to the store and have my cell phone in my pocket, would a 'cell ping' show authorities that I was at the store? Or does a person have to use their cell phone in order to create a record of sorts that authorities could then track?

I'm trying to understand what cell pings are so that I can understand how they could potentially be used in criminal cases. All I can think is that if a ping tracks when you're on the phone, you'd have to be a moron to make a call in the middle of committing a crime; therefore, I am sure I'm totally wrong and thus need someone to educate me! :blushing:

A phone is constantly pinging as long as the battery is in. It still pings if the phone is off and it doesn't matter if you are on the phone or not. It's kind of like a cell phones footprint. However, a ping does not give an exact location like GPS does, all it really says is "at this moment in time, this specific cell phone was in the area of cell tower A" which would be the tower the cell phone would use if it were used to call someone. If the cell tower has a reception radius (I guess that's what it would be called?) of two miles, then any cell phone within two miles would default to that tower. Hope that makes sense.

Billylee, in general, LE doesn't want the public (including witnesses, parents, etc.) to know who saw Kyron, where they saw Kyron, or when they saw Kyron. If the information was known, it may have the unintended effect of coloring someone's perception or recollection. This is why they are telling the parents, etc. not to talk about it.

Apparently, LE cannot generate search warrants until they admit/acknowledge a crime has been committed. So maybe this is partly why they are now calling this a criminal investigation. At least this is what I have read about other cases involving missing persons.

Unless you want a tin foil hat theory? Phipps was paid to go grab another little boy kid for Kyron's perp. And failed. (nope, don't like it all myself)
Yeah, the only part is the lack of transportation. But how much do they know about this guy? Was he able to borrow a car from a family member?

FWIW, his original offenses (quite old IIRC) were in Lane County, down valley. And think about it, if you had a choice about where in the area to be homeless, would it BE on the outskirts of St Helens? Why IS he living out there, away from services and transpo? I'm sure the FBI has had a word with him. Or two.
Phipps has been charged in St Helens for failing to register. And yet, he hangs around there. Weird.

PDXMom just posted this before the other thread was closed, and I want to thank her for going to look up the link. Every time you guys post about women & bodies in the river, this crosses my mind.

There is recent precedent right here in Portland with the Stott-Smith case:

Unfreaking believable.

Thanks for the legwork, PDXMom.

"Multnomah County Sheriff’s Capt. Jason Gates told reporters in Portland Wednesday that local detectives were talking with St. Helens police about the abduction attempt. Gates did not say, however, if there was a connection between the alleged attempted abduction and the June 4 disappearance of 7-year-old Kyron Horman from Skyline School in rural Northwest Portland." <snipped>

Did Capt. Gates ever clear him? Not that I've seen!

Personally, I don't need to know who the last person who saw Kyron was at 9am, whether a student, teacher, etc...

I would like it if LE would repeat once more, now that it has gone criminal, what they said initially, that someone saw him after his step mom, instead of using "no comment" for everything, but that is just my personal preference, and LE is not in the business of appeasing me :)

A judge has the power to sign a search warrant if there is cause to believe that a crime may have been committed. Many times that's the only way to obtain evidence that a crime HAS been commited.

This is a lot of info about LE and cell phones. It is from new.LawReader.com
It is from Feb 2010

Government Can Track Your Movements by Monitering Your Cell Phone

Feds push for tracking cell phones

by Declan McCullagh

Two years ago, when the FBI was stymied by a band of armed robbers known as the “Scarecrow Bandits” that had robbed more than 20 Texas banks, it came up with a novel method of locating the thieves.

FBI agents obtained logs from mobile phone companies corresponding to what their cellular towers had recorded at the time of a dozen different bank robberies in the Dallas area. The voluminous records showed that two phones had made calls around the time of all 12 heists, and that those phones belonged to men named Tony Hewitt and Corey Duffey. A jury eventually convicted the duo of multiple bank robbery and weapons charges.

""There's nothing that says that it's connected, but there's nothing to say that it isn't," Salle said, adding that attempted child abductions in his city are "not common at all."<snipped>

This is regarding Phipps.

I'm not seeing where they have dismissed this guy. I'm keeping my ears to the ground on him, even though transportation is a concern. Just seems very hinky that the island is right in the middle of Skyline and St. Helen's.

But they can't do that, for the same reasons posted beforehand.

The Sheriff’s Office will be conducting and completing another round of interviews at Skyline Elementary school with parents, students and teachers. They also plan on doing another canvas search around the neighborhood. According to the Sheriff’s Office, in the past 11 days crews were able to confirm where Kyron was not. Now it’s time to find where he is.
