Authorities seek help in locating missing child

The Dubuque Police Department, Iowa Department of Human Services and the Dubuque County Attorney’s Office are seeking assistance in locating Cecilia Denise Harris, 20 months old.

Cecilia is a black female, about 2’ 3” tall, 25 pounds with black hair and brown eyes. Also known as “CC”, she has both ears pierced and might have a cut healing on the back of her head.

Cecilia was last seen in Dubuque in early June wearing a white T-shirt, blue shorts and white sandals.

Cecilia may be in the Quad-Cities or Chicago area with a woman named Shamika (or similar first name) Davis who is approximately 28 years old.

Davis is a friend or acquaintance of Cecilia’s mother, Tamilia Shonte Harris, 32, of Dubuque. Harris has been arrested and charged with neglect or abandonment of a dependent person, a class C felony. She is being held in the Dubuque County Jail pending a court appearance.

The above agencies are concerned for the safety and welfare of Cecilia because of a possible medical condition. Anyone with information on Cecilia’s location are asked to contact their local law enforcement or the Dubuque Police Department at (563) 589-7859, (563) 589-4429 or (563) 589-4415.

The search is on to find a missing toddler from Dubuque. No one has seen Cecilia, or “CC”, Harris since Memorial Day. Her mother Temelia Harris is in jail and police say she's been lying about where CC is. Police think Harris may have given her daughter away.

She's only a year-and-a-half-old and no one knows where she is.

But they say she's been lying about who she gave the toddler to. Now officers say CC could be with an acquaintance, Shamika Davis, in Chicago or the Quad Cities.

"It's a very high priority to not only locate her but make sure that she's OK physically," says Baxter.

This is not the first time police have been to Harris' house. Her rap sheet includes forgery, disorderly conduct, assault and an old neglect case, where police say she left a kid home alone and the house caught fire, injuring that child.

Harris' six other children are now in D.H.S. custody. Dubuque police are asking anyone with information about where CC is to give them a call.

What do the other 6 children know. Where is Temelia's extended family, her parents, siblings, etc. and what do they know. Why aren't there pictures of CC? Thank goodness for an assertive police dept. and the concerned neighbor. Someone knows!

A mother of seven has been charged with felony neglect as police search for her missing 20-month-old daughter.

Tamelia S. Harris, 32, of Dubuque, was arrested late Wednesday on a charge of neglect or abandonment of a dependent person. After authorities received a tip that the toddler was missing, Harris reportedly provided investigators with false information about the whereabouts of the girl. While police search for any clue that will lead them to little "CC," the case has broken apart a family and dredged up a mother's troubled past.

Tamelia S. Harris, 32, of Dubuque, was arrested late Wednesday on a charge of neglect or abandonment of a dependent person. After authorities received a tip that the toddler was missing, Harris reportedly provided investigators with false information about the whereabouts of the girl. While police search for any clue that will lead them to little "CC," the case has broken apart a family and dredged up a mother's troubled past.
Nearly one month after anyone last saw the toddler, the Iowa Department of Human Services received an anonymous call that Harris sent her daughter, Cecilia, to live with someone else, according to court documents. Police soon took over the investigation. Harris told investigators that she sent her daughter to live with her grandmother, Mary Drummond, in North Carolina. When reached by police, Drummond said she hadn't seen the child.

Harris has worked with DHS in the past, after a high-profile case in 2001. She left her then 5-year-old son and 2-year-old daughter alone in an upstairs apartment on Bluff Street. Her son started a fire with a lighter left by a television set. The fire spread and severely burned her daughter; the burns covered half of her body. The incident left the boy with emotional trauma and the girl with permanent loss of motor skills and disfigurement, according to a 2001 Telegraph Herald report.

Harris was charged with felony neglect in that case. She pleaded guilty, cooperated with DHS and served probation.

Harris' mother, Linda Harris, was hauling some of her daughter's belongings out of the home Thursday afternoon.

Linda Harris said she didn't know where the child was, but that her daughter knows the girl is safe.

Her daughter is afraid to cooperate with police, Linda Harris said.

"She's just all twisted up. (They're) talking about how (they're) never going to give her kids back," she said. "She ain't cooperating because she thinks they ain't never going to give her kids back."

Linda Harris said her daughter is a good mother, but someone looking for revenge against her called DHS with the tip.

Ruth Hickson has lived two houses down from Harris for three years. She said Harris would yell profanities at her children.

"You wouldn't believe how she'd scream, my word," Hickson said. "I wouldn't call her 'Mother of the Year.'"

Still, Hickson said she never would have imagined one of the children going missing. They mostly stayed inside, rarely venturing into the backyard. Harris didn't really talk to her neighbors.

"She just stares at you," Hickson said.

Hickson occasionally saw the children, who waved and smiled. She described Harris' oldest child, now a teenager, as "such a nice, young fellow."

A single mother, Harris has seven children, including a baby born less than two weeks ago. They are all in the care of DHS, divided into several foster homes.

Does LE know who CC's father is? Maybe, his family would know more.

I sent a note to Lavanda Dolce to see what she can find out. She will hopefully be able to provide more details.

My first thought was.... she has 7 kids that we know of... what if she had a few more? There are women who do it and have them in the freezer, or the backyard. She doesn't strike me as the type to hold a funeral.

It is entirely possible she could have bodies in her backyard and this child still be alive somewhere. As crazy as that sounds. Probably not the case, but totally possible when you think about it...
