Discovered on September 12, 1976 in the Baltimore, Baltimore County, Maryland.
She was a victim of homicide/strangulation
Estimated Date of Death: 24 hours prior
Vital Statistics

Estimated age: 15-25 years old
Approximate Height and Weight: 5'6"-5'8"; 159 lbs.
Distinguishing Characteristics: Shoulder length, brown hair; brown eyes. Olive complexion. Pierced ears.
Marks, Scars: She had a 1 ½ inch scar on her left thigh.
Tattoos: She had what appeared to be the letters of either "JP", "JS","JD", "JB", or SP", "SS", "SD", "SB", crudely tattooed on her right arm, just below the shoulder.
Clothing: White/beige pullover, short sleeve top; Levis beige and yellow corduroy pants; a white bra; leather, brown shoes, with soft rubber composition sole, with laces; and striped with brown, maroon and cream knee socks.
Jewelry: A rawhide, string necklace, with a small, round, light blue bead affixed.
Personal Effects: Two keys on a safety pin. One of the keys, manufactured in Fitchburg, Massachusets, had the number DB09212 stamped on it.
Blood Type: O positive.
Fingerprints: Available. 12 0 5 U OIO 18, I 17 U IIO 19
Dentals: Available. Teeth are in good condition with the following notations: 3rd molars all extracted, left mandibular 2nd molar extracted, fillings in left upper 1st and 2nd molars, right 1st and 2nd molars and left lower 1st molar. Tooth #20 rotated 90 degrees.

Case History
The victim was found by a passing motorist at 10:20 on September 12, 1976, off the roadway in the 5600 block of Dogwood Road, in the Woodlawn section of Baltimore. This is just a short distance from Lorraine Park Cemetery.
She had been murdered and raped.
She had been wrapped in a sheet. Her hands were tied behind her back in perfect knots with some type of medical bandage.

When police removed the sheet, the woman's head was covered with three different cloths. The first one was a yellow bag for a 25-pound sack of lawn seed. Printed on the bag was, "Farm Bureau Association Grass Seed, Lexington, Mass." The second cloth was a dark blue and white paisley bandana, and finally there was an orange and white bandana that had holes cut for the eyes and nose. All three clothes were tied behind the victim's neck in a square knot.
The bag was manufactured at the Bemis Bag Company located in Buffalo, N.Y., and they were only sold in five Massachusetts locations: 158 Lexington Street in Waltham; Stafford Street in Rochdale; 307 Western Avenue in Lowell; 3 Hollis Street in South Weymouth; and East Deer Field Front Yards in Greenfield.

It is believed she had been killed sometime within the previous 24 hours at another location, and her body was dumped where it was found.

Detectives launched an extensive investigation at the time to find the killer.

The young woman's fingerprints have been checked against the records of every state in the union, with no matches. No matches have been found for her dental records.

Investigators have followed up on similar cases in other states as far away as Illinois and California. But they have found nothing.

Six months before she disappeared, Labbe took off to live with a singer in a rock band in Pennsylvannia. About a month later, Labbe called Mixon and wanted to come home. He said she sometimes traveled with a "rough crowd."

The Charley Project lists her as a shy teenager, which she may have been but I don't think a shy person would do the above.

Note: The disappearance is listed as August 8th.

news article 08/03/2014:

Based on information gathered from police investigation, Labbe was living at 15 Sidney St. in Lowell, with Mixon, her brother, Ricky, and a couple of their friends.That evening, while Mixon and the others planned on going to a hockey game, Labbe made arrangements to eat dinner with her mother, Louise, at her home in Lawrence. Mixon drove her to her mother's house and dropped her off at about 6 p.m.

The last thing Labbe said to Mixon, still haunts him, "Take care of Ricky for me." Mixon said he never got a chance to have her explain.

At the apartment were Labbe's mother, her mother's boyfriend and 11-year-old sister, Linda. When Labbe decided to leave she told her family she was going to hitchhike home and left the apartment at around 8 p.m.

Labbe's sister walked with her for less than a mile from the apartment to about 513 Andover St. in Lawrence, where Labbe told her sister to go back to their mother's home and Labbe started to hitchhike home to Lowell, something that wasn't unusual at that time.

The following morning, after Labbe failed to return home, Mixon and her mother, who has since died, reported her as a missing person.

Their daughter attended Locke Middle School in Billerica from 1968 to 1970, West said. She grew up on Intervale Street, across the road from Mixon's family. Mixon said they were friends growing up, then after he returned from a stint in the U.S. Army, they became more than that.

As he sits in his home in Hudson, N.H., 75-year-old Roland Labbe tells this story about his daughter, Rhonda, who has been missing for more than 31 years.

"She smiled a lot and always put on a good face even if she was going through difficult times," Noble said.

Roland Labbe said his daughter was shy and did not always do that well in school, but nonetheless stayed out of trouble. He said she was beautiful, "a real knockout."

Aug. 7, 1974 - Noble, then 11, and Rhonda walked to Andover Street, near Interstate 495 in Lawrence, where Rhonda thought she could hitchhike a ride back home to Lowell.

"It was normal in the '70s to hitchhike," Noble said. "No one thought anything of it."

Noble parted ways with Rhonda near Bob's Grocery Store because Rhonda thought she would have an easier time getting a ride without her little sister there.

Rhonda was never seen again.

Roland Labbe got the four Boston television stations at the time to run stories about the disappearance, but that didn't help either.

Roland Labbe says the only significant help he ever got in the case came from a source that did not even need to be involved -- Billerica police.

Noble, Rhonda Labbe's younger sister, said Rhonda's disappearance devastated her mother, who died years ago.

"She would cry at night and scream at God because she was so angry He took her daughter away," Noble said. "It was just horrendous for the first 10 years or so, but then the anger leaves you, and you just sort of accept the circumstances."

Noble said she eventually made her peace with the situation and no longer holds out hope that Rhonda is alive.

Her father does, though. He has never given up hope.

news article Aug 7, 2014: Police, family still search for woman who vanished 40 years ago

Jo-Ann Labbe, Rhonda's sister said, "Even though she didn't live at home, she was close to my mother. And mother was the one who said get this out, call the cops."

But Rhonda's disappearance wasn't big news. It was buried in a small article in the local newspaper the next day.

"There was no search like there are today. I was upset about that," Roland said.

The investigation is not forgotten. Instead, West is still working the case and still looking for witnesses.

When asked, West said that no one saw her get into a car, so he doesn't know which direction she went in or who she was with.

In the meantime, Rhonda's information and the family's DNA, has been entered into national databases. In 40 years there's never been a match, but that could change at any time.

"I think whoever picked her up hitchhiking killed her. But I'd like to know where they put the body," Rhonda's sister said.

After all this time, Rhonda's family is not giving up. They want answers.

Circumstances:
Rhonda had been dropped off by her boyfriend @ 6:00 pm at her mother’s home at 513 Andover Street in Lawrence. She was to have dinner with mother and family while he went to a hockey game. After dinner Rhonda left her mother’s home @ 8:00 pm on August 7th, 1974 walking with her sister. Rhonda’s sister walked with her for less than a mile close to Bob’s Grocery Store when Rhonda told her to go back to their mother’s home and she would “thumb” a ride home. Rhonda and her boyfriend had an apartment together at 15 Sidney Street in Lowell, MA about 10-11 miles away.

The following morning Rhonda failed to return home and was reported missing by her mother and boyfriend.

Rhonda left behind her pay check from Paris Shoe Store and well as all her personal belongings.

Approximately 6 months prior to her disappearance Rhonda took off to live with a singer in a rock band in PA. Around a month later Rhonda called and wanted to come home.

Initially her disappearance was treated as a runaway case but after some time had passed with no contact with her mother it was realized something was seriously wrong.

Rhonda’s sister said her sister was into music and her boyfriend all though the two had their troubles. She smiled a lot even when she was going through difficult times. Her father describes her as shy and did not always do well in school but in all stayed out of trouble and was a beautiful young girl.

She lived in Pennsylvania for a month that year with her boyfriend, a rock band singer, but she returned to Lowell... Was the same boyfriend she was living with in Lowell or she broke up with him and then she met her new boyfriend?
In case he was the same guy, was he happy with living in Lowell? Her sister mentioned they had troubles... What kind of problems did they have?
