CCTV is effective but it must be maintained in working order

[snip]

A camera that could have captured the last known movements of the missing Edinburgh woman, Suzanne Pilley, was not working properly and missed a windscreen wiper. It was one of 100 cases of broken or impaired CCTV cameras in Edinburgh. Although the council spent most on CCTV, it is not apparently alone in failing to ensure cameras are working.
