Here are my first answers.
I'd have them stop making up fliers with pictures of white pickup trucks. Instead, I'd circulate posters with photos of known sex offenders in the Portland and Vancouver areas:

I'd put special emphasis on any who are currently not registered or whose address isn't currently known. At the same time, I'd also ask other LE agencies to verify where those with a track record of predatory behavior, especially toward children and/or small boys, were on June 4.
Those files are a matter of public record, so they could be used. After all, they circulated photos of a truck and two women not accused, let alone convicted, of a crime, so they can circulate photos of convicted sex offenders.
I'd set up a special tip line for anyone who believes they've seen or knows anything about one of those offenders.
I'd expand the investigation. Because Kaine has raised issues about TH's mental health and drinking (i.e. friends later told him booze disappeared when she was around), as have DY and TY, I'd have all friends and colleagues of all parents interviewed. I'd put special emphasis on KH's friends, work colleagues, and those known from hobbies or special interests (gym, tennis, etc.) I also would want to know if KH had ever shown an interest in bodybuilding, because TH doing so seemed unusual to me and sometimes a woman will try something if her significant other/husband is interested in something. (Good grief, I've sat through boring car races, never mind!)
I'd also want to know who's visited in the Horman home, and who may ever have been there to perform any kind of jobs. I'd want their impressions of both parents and the environment. At this point, if TH is the focus, we need to understand more about her, and the dynamics of that entire situation.
And I'd look into why Kyron reportedly stayed in bed, as well as reports (I think I remember this correctly) that he was not only timid, but afraid of the woods around their house. Most kids, especially boys, look at woods as places for adventure, not fear.
I'd ask at school and within the school's parent community about Kyron, and if he ever seemed afraid or worried. I'd also ask that same community if they had ever noticed anything that seemed "off" about the family dynamics--or any situations/dynamics within that school.
I'd haul TY in and ask him why he pre-empted my department's investigation by providing an early lecture on "what to expect" (which often is a key part of LE's early approach) and then provided his own analysis, which is only hearsay, to the media. I'd interview him about why he thought Kyron cried and didn't want to go home. He may have some crucial thoughts.
I would look into MC's relationship with KH, yes, all the way back to HS and try to figure out why he interjected himself. I'd really look hard at JW, and especially so at his foreign connections and the things he wrote in his letters and postings--including where a body could be found and oh yes, the joyous celebration when Kyron comes home, a day bigger than JFK's assassination.
I'd take a real deep look at that landscaper and all his known associates, employees, employers, and family. I'd look hard at anyone who works for the school or who had access to the school, either doing work or even delivering packages.
I'd focus on those types of inquiries rather than trying to prove that TH did it (whatever the "it" is). Instead, I'd do these other things, and I'd also make those actions as public as possible. After all, if they can name every friend of TH's who got interviewed/searched they can certainly tell the public that they're interviewing Group X or Group Y. Maybe if the public knew more, they could provide more info.
And maybe the public could provide more info if they had more information themselves.
