Circumstances of Disappearance
Wind was last seen on September 26, 1992 in North San Juan, CA, outside of a Mother Truckers store on San Juan Ridge when a family friend picked her up after a fight with her mother.
Prior to moving into their San Juan Ridge house, the family lived in cars and a bus for years. In the month before the family moved into the house, Lilly had stayed at a friend's home in Penn Valley, and her mother was looking forward to the eighth-grader being able to attend high school.
Lilly was romantically involved with a 29-year-old man at the time of her disappearance. Shortly after Lilly disappeared, her mother heard from the girl's friends and the man's associates that Lilly was pregnant.
In the first five months after Lilly's disappearance, her mother received two collect calls that the operator said were from Lilly. Each time, no one spoke on the other line, and the call was disconnected.

Six weeks ago, a man currently in a prison in Jackson, Mich., called the Nevada County Sheriff's Office with what he called information about the girl's remains.



According to the inmate, he had been running a tattoo business in the northern United States when two drunken men came in and bragged that they had picked Lilly up off the streets and killed her.



The same information was given to a small Southern California organization called Missing Children International, Inc. The organization was contacted two weeks ago by a woman who said her boyfriend was in the same prison and had talked to the inmate who had called the sheriff's office.



"He claims he knows who killed her, where she is buried and what the weapon is," said Chris Melendez, the founder of MSI.

Lily has been missing almost 18 years. Come home soon sweetie. Prayers for your Mother.

Hmmm, it says that her parents are separated...
Maybe her father came back to get her? I'm not saying that all missing people with divorced parents were abducted by their non-custodial one, but it happens a lot.
Just a thought.
 
I wonder if the collect calls were actually her? A lot of perps and their accomplices seem to enjoy calling families to mess with them.

If this happened today, there could maybe be a recording left of what the caller's voice sounded like before (s)he hung up.
 
29 year old hooking up with 13 year olds. That itself is a crime. I wonder why they didn't track down that man. My impression was that she may have come from a broken home and she saw this relationship with this man as a better option then staying at home. She could still be alive. She was possibly pregnant at the time, so if sher gave birth some hospital should have taken care of her and the baby, unless this man murdered her instead. The boyfriend is the key to finding her, who is this sick man?
 
Seems most likely to me that she moved in with the guy and started a family but it doesn't seem like it would have been that hard to track him down if they even knew his real name which they might not have.

Law enforcement might have even located her and made a judgement call she was better off where she was, that happened a lot more back then. My instinct tells me we're not looking for a UID on this one.

In her grandfather's obit (2021) she is mentioned as following: He was also preceded in death by a granddaughter, Elsa Janell Wind.

Elsa's mother is referred to as Barbara Wind. It seems like she is still using her (first?) married name. Both the names Rachel and Barbara pop up, when you do a white pages search. Elsa seems to have another brother, surname Wind, most likely born out the marriage with Wind (not going to name him here) I don't have access to Ancestry, so the results are kind of wobble, being behind a paywall. Tried Familysearch too, but I couldn't find a birth record for Elsa or her two brothers (second son has a different surname, not going to mention him here either) and no marriage records for mom. Also no trace of life for Elsa.

In 2004, mom was not certain of Lily's fate.

“Unfortunately, I reported her a runaway – I never got her in the news,” Rachel Wind said Tuesday.

Twelve years later, Rachel Wind has no idea whether Lilly is dead or alive.





After 20 years, in 2012, Mom did believe she is deceased.

In this October 2012 Newspaper Article Mom says:

“I have not heard a word (from Lilly) in all these years,” Rachel Wind said Tuesday. “I believe my daughter is dead.”

“I don’t know that I’ll ever get closure,” she said. “I’ve lived with this for 20 years … I should never have called her a runaway — what a big mistake that was. (The disappearance) was never handled properly. There’s a lot of regrets.”

“We do miss her, very much,” Rachel Wind said. “She was a wonderful part of my life and I am so glad she was a part of my life.

“We were never able to rescue her, that’s one of my deep sadnesses, that we were never able to rescue her so that she could grow up … She never got to grow up.”
