"The co-owner of the Primrose School at River’s Bend in Maineville was indicted by a federal grand jury late Wednesday on 24 counts of receiving child *advertiser censored* and one count of possession of child *advertiser censored*. The indictment comes a month after he was indicted on 20 counts of rape by a Warren County grand jury. John Foster, 36, of Deerfield Twp. is alleged to have received between 2004 and 2007 “visual depictions of minors used to engage in sexually explicit conduct,” according to the U.S. Attorney’s Office. Foster is alleged to have had pictures and movies of child *advertiser censored* on a computer and approximately 25 CDs. Federal officials said they were found at Foster’s home in July 2011...."

"...In August, Foster was indicted by a Warren County grand jury on 20 counts of rape and other sexual offenses with a young girl on a weekly basis for eight years. He was also charged with four counts of sexual battery and three counts of gross sexual imposition...."

This is not a home daycare but a very professional looking commercial operation. You can clearly see the facility on Google maps. Looks like the daycare's website is down but I found this:

Local day care center closes after owner is charged with rape

"A local day care closed its doors Tuesday after its owner was charged with rape. The Primrose School at River's Bend in Maineville also lost its franchise affiliation. John Foster, 36, who co-owns the school with his wife, was arrested on Wednesday, July 27 and charged with one count of rape.

Court records indicate the accusations are in connection to sexual conduct with a girl under the age of 13. The alleged conduct happened between 1999 and 2003. "I wouldn't have guessed for a million years that this would have happened," said BM, a Primrose parent. The excitement of a fall term came to an abrupt end Tuesday morning when parents like BM learned of the closure...."

Note that one of the parents interviewed says that Foster was a "fixture" at the school...always there welcoming the children. I'll bet he was. This video must have been made just prior to the school losing it's franchise license.

Undoubtedly they will find more victims. If I was a parent of a child there I would be looking for a children's rape center.

It is hard for me to believe that in a busy preschool setting that at least some of the employees wouldn't have seen something. Even some small thing.
 
Primrose is a very highly regarded daycare franchise. When we lived in NC, we interviewed there and there was a 2 year waiting list. And they were about 50% more expensive than other centers in the area. Wow.
 
The articles that I've seen have made clear that the victims were assaulted by the daycare owner prior to him even purchasing the franchise. What's frightening to me is that this level of abuse went totally unnoticed in his background checks (as a person has no record until caught) AND the fact that he was successful in putting himself into a high position of trust with young children.

I have no inside information but if I had to guess, I would say that the earlier victims were very afraid that this man was intending to offend again. Remember, this is what caused the three female members of The 5 Browns musical group to come forward about sexual assault at the hand of their father. They did so as adults, after they learned that their father was beginning to tutor young girls in music. Keith Brown pleaded guilty to the charges earlier this year.
 
I'm shocked. That was fast. I see that I mentioned Keith Brown above. He was arrested, pleaded and sentenced just as quickly. That's what happens when a person actually takes responsibility for their crimes. I still wish Foster would have gotten more time. The victims got a life sentence. How brave they were to come forward.

Day care owner sentenced 30 years for rape

"The former co-owner of a Warren County day care facility avoided a possible life sentence when he pleaded guilty Monday to 10 felony rape counts and was sentenced to 30 years in prison. John Anthony Foster, 36, of Deerfield Twp., and the former co-owner of the Primrose Academy in Maineville, pleaded guilty in Warren County Common Pleas Court to 10 first-degree felony rape counts, which were part of a multiple-count indictment handed down in August...."

"....Judge Neal Bronson said Foster will no opportunity for parole. Foster was also designated as a Tier III sex offender, which means he must register with the county sheriff every 90 days...."

“....We would never had done this without the input from the families,” Fornshell said. “The victims are satisfied because it will keep them from reliving what has happened for the past 10 to 17 years.”

Someone needs to look into Primrose Academies Corporation. Judging by their web site, they're very corporate/big business oriented and geared towards making profits for their investors. Apparently, that means they don't pay much attention to the people they choose for franchises and even less attention to child care.

Their current CEO was formerly a senior vice president for Arby's Restaurants and Pizza Hut. Sounds like people who only care about making a buck and who know little about child care.

The Vice President of Brand Management also came from the restaurant chain industry, working as a marketing exec for Long John Silvers, Wendy's, Chick fil A and Domino's Pizza.

It might also be a safe bet to assume they collect a lot of federal taxpayer money for their pre-school business.


It might also be helpful to see who the other investors were in the Maineville franchise. As quickly as this case was dispatched, there may have been motivation to protect the "investors" in this franchise.
 
This is disgusting. I hope we don’t hear that there are a lot of victims from the day care.
