Lewis & Clark County Sheriff Leo Dutton says Forest Service official were out doing area checks on Forest Service property across the road from the Prickly Pear Sportsmen's Association shooting range when they stumbled across a suspicious bag of bones.

It is unknown whether the bones are male or female, or how many are involved.

They are not clean and are confirmed to be adult bones.

I am interpreting "Not Clean" to mean that they haven't been there for very long.
 
The only male from that area I can find missing under a year is Steven Haze Bell from Flathead County which is fairly close by.

I would find it difficult to put your own body in trash bags.

The remains were IDd as those of John Michael Crites. Although IMO the coroner has a strange way of saying it (BBM).

Authorities say the bones found in October on MacDonald Pass are those of John Michael Crites, who has been missing from his home northwest of Helena since last summer.
Lewis and Clark County Sheriff Leo Dutton said Monday evening he received a call from the state crime lab reporting the match of DNA taken from the bones to Crites.

"We feel very comfortable that these are the remains of (Crites)," Lewis and Clark County Coroner Mickey Nelson said.
Crites, who lived alone, was part of an ongoing land dispute, and had been involved in lawsuits with neighbors regarding access to land near his home.

I have no experience in sleuthing, I found this thread via a web search for Steven Bell. Can I ask how you found the information on him showing the date he went missing and such? I found nothing on his status of missing on the Dept. of Justice website for Montana.

Human skull found near MacDonald Pass

A human skull was found west of MacDonald Pass last week.

Powell County Sheriff Scott Howard said Monday that the skull, found Wednesday near the intersection of U.S. Route 12 and Mullan Pass Road, probably dates to a death within the last few years.

“There was a skull found and other human remains found,” Howard said Monday.

He declined to disclose further details, saying the investigation is ongoing.

Lewis and Clark Undersheriff David Rau said the sheriff’s office is assisting Powell County with the investigation.

Authorities would not say whether they believe the skull is related to the death of John “Mike” Crites, ...

that news article is pretty crazy. It sounds like a dangerous place to go, if even the general public is warned to stay off that road.
