Once again, starvation has nothing to do with a family's poverty but everything to do with cruelty. How sad that the neighbors didn't call. They suspected. Make the call!! And again, we have children adopted as toddlers who were scapegoated and isolated by parents obviously not bonded to the children. It seems that there's a playbook out there which I wish could be destroyed. The MO always follows an identical pattern.

"Neighbors suspected something was amiss in the olive green split-level house in a snug cul-de-sac in Vancouver's North Hearthwood community. They were awakened by late-night shouting matches at the house of 41-year-old Jeffrey and 48-year-old Sandra Weller. Neighbors complained that the parents loudly berated several young members of their blended family. Occasionally, they telephoned police and discussed calling child welfare workers to intervene on behalf of the six children...."

Sadly, I'm reminded of Jeanette Maples, the Trebilcock children and the recent case of Hana Williams death.
 
I spent a good part of my life advocating for appropriate services and stipends for children who are adopted from the US foster care system. However, I'm very concerned that I know just what happened here. These teens were twins and came from the CA foster care system. Just making a wild guess--they have some special needs. They were placed as toddlers. Something caused them to enter foster care. Possibly they were born a bit early or with drugs in their system. Just the fact that they are siblings makes them harder to place. They also might be children of color. All these factors are eligibility criteria connected to the IV-E Adoption Assistance Program governed by the Child Welfare Act of 1980.

By all accounts, they must have been adopted about 12-13 years ago--in the late 90s. CA adoption assistance rates were quite generous then. I should know as I'd worked my bunnies off in Sacramento from 1992 onward to get them there. If these two children also qualified for Regional Center Services (due to any delays or certain diagnoses), their stipend could be considered quite substantial. Studies show that even at the higher rates, taxpayers save 7 times over what it costs to keep the children in foster care, when they are placed permanently for adoption. If they were Regional Center clients they not only would have qualified for a higher adoption assistance rate but a host of wraparound services--specialized respite, in home health assistance, social trainers, case management, and training for their parents. That's a lot to help support a family and to facilitate success.

Now, have that family break up and have the kids move to a state where they are no longer seen by known doctors and therapists. Keep them at home for schooling and isolate them. Make them the scapegoat of the other siblings. Punish them for challenging behaviors, common to children adopted from the system--defiance, sneaking, gorging, hoarding--rather then getting them therapy for these upsetting issues. Watch them spin out of control but darned if the parents can even consider getting help as that means they might lose their stipends which help pay the monthly bills. A deadly cycle begins.

Even if they started out with some difficult behaviors, nothing excuses the mistakes this set of parents made. Nothing excuses the fact that the neighbors stood by, knowing that something wasn't right. Look at that home. It's lovely and spacious. Inside it, however, two teens were starving and being beaten.

We have lots of work to do.

They told police that 'for as long as they can recall, food in the home has been under lock and key and they are fed very small amounts of food an average of once a day,' according to a probable cause affidavit filed in Clark County Superior Court.

In the court papers, police describe a household where the home-schooled twins were isolated from family members, restricted from touching their parents or siblings and prohibited from using the common eating utensils.

Why do so many of these cases involve the withholding of food? Is it a control thing? When the kids get too big to be controlled in any other way, they control them in the only way that works, by controlling the very thing that they need to survive? I will never understand this particular form of torture, and that's what it is to me, torture.
 
Last month, one neighboring family discovered three large containers of Greek yogurt missing from their refrigerator, and another family discovered ripe tomatoes had been snatched from their vines. Both neighbors assumed the culprits were the skinny twins.
They were saddened to learn the Wellers have been accused of beating them, confining them in a room with no doorknob or electricity and withholding food.

So sad. How can this kind of abuse keep happening? There are programs out there and you can voluntarily have your children removed to foster care. How can two adults actually do this?
 
March 2013:

Jeffrey and Sandra Weller were sentenced in court Wednesday. She received 20 years, while he was sentenced to 21 years...

Police arrested the couple in the fall of 2011 after their then-16-year-old adopted twins said they were locked in a room with no electricity and beaten when they tried to take food.

Police said the twins were only fed small amounts of food and sometimes it was rotten. The Wellers had six children in all.

December 2013:

Attorneys on Wednesday filed a multi-million-dollar claim against the state of Washington on behalf of five Vancouver children who were abused by their parents over the course of nearly a decade...

State records cited by the attorneys in the claim show that the DSHS office in Vancouver received at least 26 warnings about abuse and neglect of the children over an eight-year period, yet social workers did little to nothing to investigate...

On October 4, 2011, the oldest daughter, 16-years-old at the time, took the step that led to the children s rescue. She left a scribbled note in her counselor s office begging for help.

She wrote, I need you to call CPS. ... Me and (my brother) are being beat with a board about three and a half feet long. ... (Our parents) have promised (the board) to us after we leave your office because our room in not clean. ... PLEASE HELP!!

Two days later CPS and police officers went to the home, a typical-looking house on a quiet cul-de-sac. There, they found signs everywhere of abuse and starvation...

A 42-inch board was found and identified by police as a weapon used for beatings. One end of it was stained with dried blood...

February 2013:

Both parents took the stand Thursday morning and claimed the children needed to be broken of a hoarding habit. They denied physically abusing the children and said they tried to help them.
We had tried to get them in therapy to help with their hoarding issues, Sandra testified in Clark County Superior Court. She said they hoarded junk food and hid it in their dresser.
She also testified that the twins ate all of the time, including cereal and eggs. Her adopted daughter, Sandra said, suffered from bulimia and another disorder that led her to pull her own hair out.
Did you ever hit them with a belt or any other object? one of the attorneys asked Sandra on the witness stand.
I have PTSD. I am not going to go near that, she replied.

Several people cried in the courtroom Tuesday as the couple's 13-year-old biological son said he tried to help the twins by sneaking food to them. But he said when he got caught, his father punched him in the face and whipped him.
He also described seeing Jeffrey beat the twins with a board until they bled.
He was swinging [the board] over his shoulder really fast and it was hitting, making a very loud smacking noise... Like he was swinging an ax, the boy said on the witness stand...


Karu works for the Department of Social and Health Services. She described walking into the home and noticing a lock on the fridge. She also said that the twins bedroom did not have electricity or a mattress to sleep on. Karu said the bedroom door did not have a handle on the inside, either.
The officer who initially interviewed the couple said they blamed the locks and filthy conditions on the children, and said the kids were skinny because they were Filipino.

The complaints to DSHS began in November 2003 when someone expressed concern that the Weller children had poor hygiene, smelled badly and were allowed to bathe only twice a week in cold water, the claim says. The male twin, 8 at the time, allegedly was forced to wear one diaper all day at school. DSHS accepted the complaint for an investigation but did not forward it to law enforcement, the claim says...

A social worker who visited the Weller home in January 2006 noted locks on the twins’ closet and bedroom door, the claim says. The bedroom had a foul odor and had pieces of carpeting scattered on the floor. The social worker said the female twin was bald and had no eyebrows or eyelashes. She was 10 years old at the time and talked a like a 2-year-old, the social worker reported. The next day, however, DSHS closed the case...

The male twin had a broken arm from one of Jeffrey Weller’s assaults against him. The arm had healed without the bone being properly set...

After the children were removed from the Weller home in October 2011, DSHS finally obtained the CPS records on Sandra Weller from California and found reports of chronic physical abuse, corporal punishment, malnutrition and food deprivation, the claim says. The twins were taken into protective custody by law enforcement in California, and authorities revoked Sandra Weller’s foster care license, the claim says. It’s unclear how Sandra Weller was ultimately allowed to adopt the twins.

October 2014:

The state of Washington will pay the children a total of $9.75 million to settle a lawsuit filed on behalf of the children in 2013. The suit alleged that DSHS social workers and their supervisors did not follow state policy or law when they received dozens of warnings that the children (now between the ages of 13 and 19) were in harm's way.

Just a few of the complaints that the DSHS received about the family (much more at link):

* 5/11/05: A school nurse calls with concerns about the children's hunger and the mother's emotional abuse of the children. She reports that Sandra Weller chastised the children in public, calling them "criminals, con artists, thieves ... who ruined her life, (are) wrecking her marriage and her house."
* 5/13/05: A school secretary calls with concerns of mental abuse. She reports the mother accused her daughter of stealing $400 worth of meat and refuses to pack a lunch for the child because "she will hog it down and stash it up (her) sleeve for later."
* 9/6/05: A medical professional calls with concerns of emotional abuse. She reports that Sandra Weller described her daughter as being a monster and evil and does not exhibit any type of nurturing toward the child.
* 9/7/05: A medical professional reports concerns that one of the children has not put on any weight in a year and that the child is 10 but appears to be only 5 years old.
* 2/5/06: An unidentified caller reports the mother is physically neglecting her children.
* 2/10/06: A teacher calls with extreme concerns that the children are not fed at home and that the mother calls the children stupid, retarded, thieves. The teacher reports he is "100% convinced" the children are not safe at home.
* 2/13/06: A teacher reports the mother has stated several times that she'd love to get rid (of her two adopted children) but that she gets the adoption support (money) and she needs it.
