Suspect Roger Chiang is the brother of once missing Joyce Chiang, who was found dead months later in a river. Roger was sharing an apartment when his
sister disappeared. Chandra Levy also resided nearby and Roger and his brother John were in news commenting on the similarities between the Levy and Chiang cases.

Pertinent excerts from WP article:

Chiang waged a public campaign in 1999 to pressure D.C. police to fully investigate the death of his sister, Joyce Chiang, a government immigration lawyer. Joyce Chiang, 28, disappeared in January 1999 after being dropped off by a friend in Dupont Circle. Her body was found nearly three months later, washed up on the Potomac riverbank in Fairfax County. The body was too decomposed to determine the cause of death, officials said.
Investigators have raised the possibility that Joyce Chiang committed suicide, a theory that Roger Chiang has publicly rejected.

I was reading her Wikipedia entry a couple of days ago.

Didn't they feature Joyice's case on either "The New Detectives" or another crime show?

This article tells more. It doesn't look like there will be any more information coming out on this case. At least, apparently its solved. This new police chief seems a little more capable than that one back during this Chiang case and the Chandra Levy case.

Serial Rapists Killed Joyce Chiang: John Walsh

"D.C. Police Chief Cathy Lanier announced the closure of a cold case Friday morning but offered no details as to how it was closed."

"Friday morning, Roger Chiang, the victim’s brother, and his boss for the past 12 years, John Walsh, host of “America's Most Wanted,” said Joyce Chiang didn't kill herself.

"She was dragged there by two men who were serial rapists,” Walsh said. “They either threw her into the river or she slipped into the river, in the freezing water, to get away from them."

Lanier did not echo those details, nor did she answer any questions. I think she just really wants to get this case over and done with.

"The two men suspected in the murder may never be charged, sources said. One is jailed in Guyana, which has no extradition to the United States. The other is serving a life sentence for an attack on a woman in Georgetown."

And, another article with more info:

DC Police Classify 1999 Death of Joyce Chiang as Homicide

"WASHINGTON - D.C. Police have closed the book on the mysterious disappearance and death of Joyce Chaing, the INS attorney who vanished from Dupont Circle 12 years ago.

D.C. Police Chief Cathy Lanier said publicly Friday what the Chaing family has waited so long to hear.

Joyce was murdered and the case is now closed."

and

"Tony Brigidini and "Todd" Williams are the cold case detectives who picked up the trail a few years ago and identified the two men.

Steve Allen and Neil Joaquin, who police and prosecutors now believe abducted Joyce Chiang, took her to the banks of the Anacostia River where they intended to rob her.

In an effort to get away from her captors, investigators believe Joyce may have slipped on the ice, falling into the river where she drowned."

and

"Allen is in federal custody serving life in prison. Joaquin is believed to be in Guyana where he was deported in 2006.

The case will not be going to court. Instead, it is being closed administratively, meaning police and prosecutors believe they have enough evidence for arrest warrants, but not enough evidence to support a conviction."

Pretty good comprehensive article, given that the police don't intend to give any details.

Because I followed the Chandra Levy case so closely, it was hard not to know about this case as well.

This was one of the more interesting tidbits in this article:

"Roger Chiang says Brigidini and Williams began investigating Allen and Joaquin after a series of jail house interviews. The two were arrested for a kidnapping in Georgetown three months after Joyce disappeared."
