MO - Man in custody who tried to lure kids into car for sex

A Kansas City man accused of trying to lure teenage boys into his car for sex has a history in another state, but he isn't on the sex offender registry...

Turns out it was money for sex with someone underage that put Davis in prison a decade ago. But because of where it happened, he is not required to be on the sex offender registry.

It happened in Indiana. The 2001 conviction was for promoting prostitution with a person under 18, and Davis was released in 2004...

In this case, police say Davis made himself accessible by providing one of his targets with his full name and phone number, and that teen provided those items to police.

Police say Davis tried at least seven times to get children into his car by offering them money or marijuana in return for sex. The victims all range in age from 12 to 14...

While police say Davis admitted going to Independence, Mo., twice a month for last eight to nine months looking for sex, Davis told them he did not know the children he approached were minors...

Court records show in at least one case, Davis drove a 14-year-old boy to a location against his will. The man then exposed himself to the teen and asked him to touch his genitals.

Judge questions sex case

A Jackson County judge has given prosecutors a week to make direct connections between victims and the Kansas City man charged in sex crimes involving teenagers in Independence...

What began as a request to lower Davis’ $100,000 bond became a question of whether the description of the defendant, given by one victim to investigators, matches Davis accurately.

“If you go with the probable cause, I’m not sure you have a case,” Bushur told prosecutors.

Prosecutors said Wednesday and last week that the investigation isn’t complete...

Prosecutors said Wednesday Davis admitted to police that he had been coming to Independence a couple of times a month for sex but only with consenting adults.

Feb 2012:

Independence police defended their handling of the case Wednesday. They became aware of reports involving a predator targeting children in mid-December.

After the fourth report, police issued an alert and some wonder why it wasn't sent out sooner.

"It would have been nice if it had been more out in the open," neighbor Scott Mallinson said.

Tom Gentry, spokesman for the police department, said telling the public sooner would have harmed the investigation because the predator would have fled if he had known police were seeking him.

However, police did not notify the public until this weekend following the most recent incident. Davis was quickly taken into custody after the public's assistance was sought.

June 2012:

A jury trial has been scheduled for the Kansas City man charged with sex crimes involving teenagers in Independence.

Norman E. Davis, 52, of Kansas City, charged with attempted forcible sodomy, second-degree attempted statutory sodomy and sexual misconduct involving a child, is currently on house arrest, according to court documents...

Davis pleaded not guilty in February. The trial is expected to begin on Jan. 14, 2013.

A 54-year-old man, who two years ago publicly declared his innocence in front of reporters, claiming he did not try to sexually assault boys in Jackson County has now been charged with sodomizing a boy in Cass County...

The charges filed against him two years ago in Jackson County were ultimately dismissed because prosecutors did not have the evidence from the children to take the case before a jury..


Now prosecutors in Cass County have charged Davis with the January 25 sodomy of a 15-year-old boy...

The boy's parents showed police a picture of 'Ned' and police say they soon identified him as Norman Edward Davis, initials N.E.D....

Meanwhile, according to the probable cause statement, Ned contacted the boy again and requested a meeting. At that time, police were in possession of the boy's phone and communicated with Ned, who promised to bring lubrication to avoid pain. Ned agreed to meet the boy at the end of his driveway.

Police set up a sting operation and arrested the man who came to the driveway.

Police in Independence, Mo., are reopening three cases from 2012 involving a man suspected of trying to lure boys into his car by offering them money or marijuana in exchange for sex.

In February 2012, prosecutors charged Norman Davis, 54, with attempted forcible sodomy, attempted statutory sodomy and sexual misconduct with a child. Those charges were subsequently dropped due lack of evidence. However, police said three cases are being reopened and charges may be filed again against Davis.

What a slime ball, I can't believe he wasn't declared a sex offender before. Indiana has some dumb laws...
