About 7:15 p.m., officers were called to 925 Swan Lake Court and found the man, who is in his 40s and suffers from a developmental disorder, with the cable padlocked to him and affixed to another area inside the home, Edmond police officer James Hamm said.

The man's mother told police his brother attached the cable to him two or three weeks ago so he wouldn't wander away, Hamm said. The cable provided enough slack that the man could go to the bathroom or kitchen inside the house, but wouldn't be able to leave in the event of an emergency, he said.

The key to the padlock was not in the home, so firefighters freed the man from the cable. He had no obvious signs of abuse or malnutrition, but was taken to a hospital for evaluation. The Department of Human Services was contacted and will determine whether or not the man will be allowed to return to the home, Hamm said.

Edmond police detectives will meet with the district attorney to determine whether charges will be filed against the mother or brother, he said.
