A U.S. Marine accused of raping a 12-year-old girl he allegedly met online was arrested Wednesday in Fayetteville.

Sergeant Brandon Bowman, 27, was charged at Fort Bragg where he took part in training. Bowman is currently stationed in Huntingdon, England.

He is charged with first-degree rape of a child, two counts of first-degree sex offense with a child, and indecent liberties with a child.

Bowman received a $2,002,500 secured bond and has court planned for Thursday.

It seems like every other day we're hearing about North Carolina spousal homicides and murders commited by military personnel [Deliverance?] ... murders like that seem disproportionately high in NC.

Multiple factors could be causing this:

1.Military bases: There are 8 military bases in NC, that is alot for a state that size. The military is an attractive career for certain people (both my parents served with some people who could be described as sociopathic (obsessed with firearms/killing, didn't care about others, etc.), one of their friends even became a mercenary in South Africa.) and also most recruits are males between the ages of 17-25, when hormones run high.

2. Poverty: NC has a high rate of poverty. High poverty/low income areas are well known for being places with high crime (theft, murder, rape, etc) and low LE presence. I've lived in bad neighborhoods in Kileen, TX and Lawton, OK, so I've seen how bad it can get. Also, people tend to get a "us vs. them" mentality about LE.

3. Drugs/Alcohol: Poverty (economy isn't helping) is a reason alot of people turn to drugs/alcohol. Sometimes people view drugs as a way to escape from their lives, but after awhile (as we all know) it gets out of hand and they start a downhill slide. People then turn to theft/burglery/assault as a way to get money to continue their habit.

Brandon Anthony Bowman was convicted in September 2013 of second-degree degree rape. He was sentenced to a maximum of 9 years and 5 months in prison. But he was released on January 4th 2016 and is now on parole. His current location is Cumberland County.

A reminder of what he did:

Police said they got a tip about suspicious activity with a child on Shortridge Road on April 29.

When they arrived, police said they saw the girl emerging from a wooded area on a bicycle. Bowman was also there, police said.

Police said an investigation found Bowman met the alleged victim online and arranged to meet her where officers found them.

Well, he convinced a 12 year old to go to the woods to meet him (luring), where he had sex with her (rape). Sex with a 12 year old is rape. What do you call it? A May-December romance? SMH

And since he's freely walking outside prison walls, he's considered "free." Are we to feel bad for the guy? Ummmmm, no!!! He's an adult. He raped a child. Ethical, moral people feel bad for the victim, not the perpetrator. I would recommend checking yourself.

His life his changed forever thanks to his own choices. His victims' lives are changed forever for the same reason.

Detroit is no picnic either. We have the second most death a year, the DOJ just fished 11 years of fixing the LE, and the solve rate is at like 47%.

From this article, they may have met up before. BB groomed her, maybe, she fantasized he'd marry her one day, who knows, does it really matter? She was a child and he, a fully grown man. If this needs to be explained, all hope is lost.

If the genders were reversed or it were same sex, it still holds. The grooming technique of an abuser/user is their specialty, it can even turn the mind of an adult, a child has very little resistance if there is something lacking in their life. He's perfected it over time and used it on the most vulnerable.

As to his life changing forever, BB's choices put him exactly where he belongs, but the grooming strategy will live on, I just hope to god he doesn't continue preying on children. JMO

Just in case anyone NEEDS the actual North Carolina law.

"G.S. 14-27.23 Page 1 § 14 -27.23. Statutory rape of a child by an adult.
(a) A person is guilty of statutory rape of a child by an adult if the person is at least 18
years of age and engages in vaginal intercourse with a victim who is a child under the age of 13
years."

No actual meeting or sexual activity needs to occur. However, electronic enticement is punished more severely if the defendant (or another person for whom the defendant was arranging the meeting) actually appears at the meeting place.

The childs consent is not a defense. Electronic enticement can be prosecuted in North Carolina if the communication was sent to or from the state.
